One theme that runs through these essays is the series of obstacles erected that denied the people of Taiwan a say in shaping their own destiny: Franklin Roosevelt chose to return Taiwan to mainland China for geopolitical reasons; there was little pressure on the Kuomintang to reform its authoritarian rule until Congress got involved in the early 1980s; Chiang Kai-shek spurned American efforts in the 1960s to keep Taiwan in international organizations; and behind the ROC's back, the Nixon, Carter, and Reagan administrations negotiated agreements with the PRC that undermined Taiwan's position. In addition to discussing how the United States reacted to key human rights cases from the 1940s to the 1980s, the author also discusses the Bush and Clinton administrations' efforts to preserve U.S. interests while accommodating new forces in the region. All these episodes have an enduring relevance for the people of Taiwan, and in his conclusion the author discusses where the relationship stands today. The book includes related documents that helped shape the U.S.-Taiwan relationship.

Book excerpt: Taiwan, which officially calls itself the Republic of China (ROC), is an island democracy of 23 million people located across the Taiwan Strait from mainland China. It is the United States' tenth-largest trading partner. Since January 1, 1979, the U.S. relationship with Taiwan has been unofficial, a consequence of the Carter Administration's decision to establish diplomatic relations with the People's Republic of China (PRC) and break formal diplomatic ties with self-ruled Taiwan, over which the PRC claims sovereignty. The Taiwan Relations Act (TRA, P.L. 96-8; 22 U.S.C. 3301 et seq.), enacted on April 10, 1979, provides a legal basis for the unofficial U.S.-Taiwan relationship. It also includes commitments related to Taiwan's security. The PRC considers unofficiality in the U.S.-Taiwan relationship to be the basis for the U.S.-PRC relationship. Some Members of Congress have urged the executive branch to re-visit rules intended to distinguish the unofficial U.S.-Taiwan relationship from official U.S. relationships with diplomatic partners, in order to accord Taiwan greater dignity and respect. The PRC continues to threaten the use of force to bring about Taiwan's unification with mainland China. Beijing codified that threat in 2005, in the form of an Anti-Secession Law. The United States terminated its Treaty of Mutual Defense with Taiwan as of January 1, 1980, but on the basis of the Taiwan Relations Act, it has remained involved in supporting Taiwan's military. Initially, support was focused on arms sales, which Taiwan Relations Act calls for "to enable Taiwan to maintain a sufficient self-defense capability." Starting in 1997, the security relationship broadened to include dialogues, training and military education opportunities for Taiwan military personnel, and support for other "non-hardware aspects of military capability."

Book excerpt: As 1979 dawned, President Jimmy Carter extended diplomatic recognition to the People’s Republic of China. upending longstanding U.S. foreign policy in Asia. For thirty years after the triumph of Mao’s revolution, the United States continued to recognize the claim of the Republic of China, based on Taiwan, to govern the entire country. Intricate economic and cultural relations existed between Washington and Taipei, backed by a Mutual Defense Treaty. While Carter withdrew from the treaty, satisfying a core Chinese condition for diplomatic relations, he presented Congress with legislation to allow other ties with Taiwan to continue unofficially. Many in Congress took issue with the President. Generally supportive of his policy to normalize relations with China, they worried about Taiwan’s future. Believing Carter’s legislation was incomplete, especially regarding Taiwan’s security, they held extensive hearings and lengthy debates, substantially strengthening the bill. The President ensured the measure comported with the terms of normalization. He negotiated with Congress to produce legislation he could sign and Beijing could at least tolerate. Although the final product enjoyed broad consensus in Congress, fights over amendments were fierce, and not always to the President’s advantage. Passage of the Taiwan Relations Act stabilized America’s position in Asia and its situation with Taipei, while allowing the new China to be properly launched. Now in its fourth decade, the Act remains highly impactful on the leading bilateral relationship in the world.The United States Constitution makes Congress the President’s partner in shaping American foreign policy. The Taiwan Relations Act of 1979 vividly demonstrates how robust congressional engagement and inter-Branch cooperation leads to stronger and more durable policy outcomes, which enjoy a greater degree of public acceptance.

Taiwan is a major innovator and producer of information technology (IT) products, many of which are assembled in the PRC by Taiwan-invested firms there. Ties or tension across the Taiwan Strait affect international security (with potential U.S. intervention). While the United States does not diplomatically recognize Taiwan, it is an important autonomous actor. Today, 22 countries have diplomatic relations with Taiwan as the ROC. Taiwan's 23 million people enjoy self-governance with democratic elections. Democracy has offered Taiwan's people a greater say in their status, given competing politics about Taiwan's national identity and priorities. Taiwan held presidential and legislative elections in January 2012. Belonging to the Kuomintang (KMT), or Nationalist Party, President Ma Ying-jeou won re-election against the Democratic Progressive Party's (DPP's) candidate. The KMT also has a majority of the seats in the Legislative Yuan (LY). Since Taiwan and the PRC resumed their quasi-official dialogue in 2008 under President Ma and cross-strait tension decreased, some have stressed the need to take steps by the United States and by Taiwan to strengthen cooperation to advance U.S. interests. Another approach has viewed closer cross-strait engagement as allowing U.S. attention to shift to expand cooperation with a rising China, which opposes U.S. arms sales to and other dealings with Taiwan. In any case, Washington and Taipei have put more efforts into their respective relations with Beijing, while contending that they have pursued positive, parallel U.S.-Taiwan cooperation.
