Book excerpt: This paper compares how results using various methods to construct asset indices match results using per capita expenditures. The analysis shows that inferences about inequalities in education, health care use, fertility, child mortality, as well as labor market outcomes are quite robust to the specific economic status measure used. The measures-most significantly per capita expenditures versus the class of asset indices-do not, however, yield identical household rankings. Two factors stand out in predicting the degree of congruence in rankings between per capita expenditures and an asset index. First is the extent to which per capita expenditures can be explained by observed household and community characteristics. In settings with small transitory shocks to expenditure, or with little measurement error in expenditure, the rankings yielded by the alternative approaches are most similar. Second is the extent to which expenditures are dominated by individually consumed goods such as food. Asset indices are typically derived from indicators of goods which are effectively public at the household level, while expenditures are often dominated by food, an almost exclusively private good. In settings where private goods such as food are the main component of expenditures, asset indices and per capita consumption yield the least similar results, although adjusting for economies of scale in household expenditures reconciles the results somewhat.

Sources of livelihoods and earnings in rural households are no longer confined to agriculture and are increasingly being diversified through migration of family one or more member within and beyond national boundaries. Migration is not a new phenomenon in India rather country has a long history of migration, which has played an important role in its social history, development and growth and culture. This study of the nature and determinants of male out-migration from rural UP focusing on six villages in Jaunpur District started with an observation that despite high male out-migration from rural UP, little attention has been given to understand the dynamics and process of migration in rural UP. Although migration has become the most opted strategy of diversification of livelihoods for rural households in UP, literature on it remains scarce. Literature on migration and its link with social groups are also scarce for UP. The work started with the proposition that migration is a risk and income diversification strategy (NELM approach) by rural households in UP. Along with linkages between migration and social group there is also a dearth of literature on migration as a risk diversification strategy in UP. Using primary data from the case study district of Jaunpur in eastern UP, India, firstly, a survey in the origin was carried out, and then migrants from the same households were tracked and interviewed at their respective destinations. Book excerpt: As measured by its per-capita income, Nepal is one of the poorest countries in the world, with large parts of its population trapped in poverty within a stunning, but difficult to control natural environment. Under these conditions, since the wake of the 21st century, international labour migration and the associated remittances of large amounts of foreign exchange have rapidly gained influence on the country’s economic and social development, triggered by internal disturbances, in particular economic downturn and political upheavals, as well as external dynamics which boosted an uprising international demand for unskilled labour. While there is hardly any basic dissent about the short- to mid-term Positive growth effect for Nepal’s economy, surprisingly little is known about the consequences of this form of livelihood security at the individual household level, apart from some anecdotal evidence, although neither policy makers nor NGOs may effectively craft their strategies without considering this phenomenon. This book was developed from an Alumni Workshop held in Kathmandu in 2015, where, focusing on this knowledge gap, wide-ranging original research about the consequences of family members’ absence and the receipt of remittances was presented. Moving on from this starting point the authors further elaborated their work to make it accessible to a broader public, and exploitable as a resource for policy making and follow-up research. In addition, this volume includes detailed facts and figures about outmigration from and inflow of remittances to Nepal. With a view to long-term development implications of international migration it also considers the gain of knowledge and access to international academic networks brought into the country by returned scholars. The editor of the volume, Béatrice Knerr, is a professor of development economics, affiliated to the University of Kassel, Germany, where, until 2015, she was heading the Department of Development Economics, Migration and Agricultural Policy (DEMAP). Afterwards she has served as guest professor at the Universidad Autonoma de Yucatan (UADY) in Merida, Mexico, and at the College of Economics of Hue University, Vietnam. Presently she is on contract with the Brawijaya University of Malang, Indonesia, where she is joining research projects on rural development and teaching various modules in the Economics Faculty. As an expert in the implications of labour migration on the development of low- to middle-income countries she has published and edited around 30 books and 100 journal articles and book chapters.

The essays contained here deal with this unsettled sociopolitical issue--international labor migration and its relationship to economic development--seeking to determine the effects of recruitment, remittances, and return migration on labor-exporting countries. Many analysts, sending-country governments, employers, and migrant workers feel that countries with unemployed workers should, if possible, export them to countries with labor shortages. Remittances from migrants and returning workers who were trained abroad should stimulate economic growth enough to reduce unemployment and pressures to emigrate. It was projected that within a decade or less, labor-importing countries would emerge from the labor-shortage phase of their development. However, migrant workers have become a structural feature of the economies in Western Europe, the Middle East, South Africa, and the United States: emigration does not promote development in the sending countries.
