Book excerpt: The post-independence integration endeavor of the East African Community has been punctuated with challenges, culminating into the collapse of the 1967-1977 regional organization. The renaissance of the integration agenda since the re-establishment of the regional organization in 1999 has rekindled epistemological debate among scholars and practitioners on the East African Community raison d'etre and integration process. This volume is the first of its kind in this ongoing debate that puts into proper context the nexus between the East African citizens and the integration agenda. Focusing on the Partner States case studies, the authors of the chapters operationalize the concepts of popular participation, eastafricanness, eastafricanization, democratization, and integration. Using political, national constitutions and EAC treaty, communication and awareness dimensions the authors of the chapters have analyzed the nexus between the EACcitizens and the integration process. The study generally proceeds from the premise that the exclusion of the EAC citizens from exercising their sovereign rights through popular participation undermines the prospects for the institutionalization and consolidation of the EAC identity, eastafricanness, eastafricanization, democratization and integration.

Book excerpt: The study undertakes a review of essential aspects of the principle of peoplecenteredness which is enshrined in the treaty for the establishment of the East African Community II (1999) as a key operational principle. The first EAC collapsed in 1977 and many analysts blamed the lack of popular support (among other things) for this failure. The study seeks to determine the extent to which the partner states are employing people centeredness to realize the Community's ultimate of objective of attaining a political federation. Based on Article 7 of the treaty, the idea of people-centeredness seems to have included both a focus on people-centric development programs as well as a concern about popular involvement in the institutions of the EAC II. This thesis, however, discusses only the popular involvement in the institutions of the EAC II. I therefore assess whether the institutions of the community have granted access to civil society - specifically, business, labor and women's groups - in accordance with Article 7. I also review the ways in which the community has tried to involve the people as a whole, in the form of polling, and other means of outreach. The hypothesis guiding this study is that without inculcating a focus on the people, regional integration is unlikely to lead to the highest stage of political federation. My findings are: people-centeredness is not the only condition but is a necessary one. When properly utilized, it has the potential to not only ensure continued popular support to the regional integration project, but also to contribute to the conditions necessary for the integration arrangement to remain sustainable. On the other hand, the absence of a people-centered element is likely to make the integration moribund in the longer term.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Book excerpt: Many teens today who use the Internet are actively involved in participatory cultures—joining online communities (Facebook, message boards, game clans), producing creative work in new forms (digital sampling, modding, fan videomaking, fan fiction), working in teams to complete tasks and develop new knowledge (as in Wikipedia), and shaping the flow of media (as in blogging or podcasting). A growing body of scholarship suggests potential benefits of these activities, including opportunities for peer-to-peer learning, development of skills useful in the modern workplace, and a more empowered conception of citizenship. Some argue that young people pick up these key skills and competencies on their own by interacting with popular culture; but the problems of unequal access, lack of media transparency, and the breakdown of traditional forms of socialization and professional training suggest a role for policy and pedagogical intervention. This report aims to shift the conversation about the "digital divide" from questions about access to technology to questions about access to opportunities for involvement in participatory culture and how to provide all young people with the chance to develop the cultural competencies and social skills needed. Book excerpt: This book provides a major empirical analysis of differing attitudes to European integration in three of Europe's most important countries: Germany, Spain, and the United Kingdom. From its beginnings, the European Union has resounded with debate over whether to move toward a federal or intergovernmental system. However, Juan Díez Medrano argues that empirical analyses of support for integration--by specialists in international relations, comparative politics, and survey research--have failed to explain why some countries lean toward federalism whereas others lean toward intergovernmentalism. By applying frame analysis to a unique set of primary sources (in-depth interviews, newspaper articles, novels, history texts, political speeches, and survey data), Díez Medrano demonstrates the role of major historical events in transforming national cultures and thus creating new opportunities for political transformation. Clearly written and rigorously argued, Framing Europe explains differences in support for European integration between the three countries studied in light of the degree to which each realized its particular "supranational project" outside Western Europe. Only the United Kingdom succeeded in consolidating an empire and retaining it after World War II, while Germany and Spain each abandoned their corresponding aspirations. These differences meant that these countries' populations developed different degrees of identification as Europeans and, partly in consequence, different degrees of support for the building of a federal Europe.
