Download or read book The Public Sector in Hong Kong Second Edition written by Ian Scott and published by Hong Kong University Press. This book was released on 2022-09-21 with total page 463 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book describes and analyses the role of the public sector in the often-charged political atmosphere of post-1997 Hong Kong. In this second edition, Ian Scott explores public sector accountability in terms of Hong Kong’s constitutional framework and the structure, functions, and personnel policies of its civil service system. He examines critical issues facing the administration of the public sector and the formulation and implementation of public policy with particular attention to the political challenges confronting the Hong Kong government over the past decade. A concluding chapter assesses how contested values in a changing political environment have affected the public sector in recent years. This edition has been fully updated to incorporate the latest statistics and research, including Scott’s work in such areas as integrity management, corruption prevention, and policing. This book is an essential resource for scholars and students of public administration and public policy in Hong Kong and more broadly for those who are interested in how a particular jurisdiction deals with common administrative problems such as centralisation, the role of statutory bodies, corruption prevention, and the redress of citizens’ grievances. ‘Professor Ian Scott’s book, The Public Sector in Hong Kong, now in a second much-expanded and up-to-date edition, offers a thorough and rigorous analysis of contemporary governance in Hong Kong, focusing on all the key stakeholders. The book is essential reading for government officials, politicians, journalists, academics, students, and the general public.’ —John P. Burns, The University of Hong Kong ‘The second edition not only updates the development in the public sector of Hong Kong, but also provides an important perspective to help readers understand the contexts that navigate its latest developments. This edition, along with Ian Scott’s earlier work, will be judged by many in the field to be among the best books on Hong Kong politics.’ —Hon S. Chan, City University of Hong Kong

Download or read book Administrative System Innovation and Building a Public Service Oriented Government written by Marc Holzer and published by Cambridge Scholars Publishing. This book was released on 2019-11-15 with total page 331 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the late 1970s until the present day, the New Public Management movement flourished in the United Kingdom, New Zealand, Australia and a number of other countries over the globe. Nowadays, governments across the world are more service-oriented than previously, and administrative system innovations are encouraging new ways of improving public services. Increasingly, more and more countries are witnessing administrative innovations to provide better, quicker, and more efficient and effective service to the public. To this end, this collection of essays highlights public service theory and practices. While some chapters concentrate on innovation in administrative systems, others pay attention to more theoretic and practical issues. A few examine municipal-level public service and innovation, whereas others focus on environment, community policing, public infrastructure, partnership governance, and e-service and e-participation, as well as citizen participation. The book represents an excellent, updated resource for scholars, students and practitioners in the broad field of public administration, public policy, public affairs and public management.

Download or read book The Handbook of Human Resource Management Policies and Practices in Asia Pacific Economies written by Michael Zanko and published by Edward Elgar Publishing. This book was released on 2002-08-27 with total page 752 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'There is considerable rigour behind the work and the contexts are well positioned. The books have excellent HR data for not only businesses, but employees considering a transfer to an international location. In addition to the primary authors cadres of industry advisors were assembled of considerable status and representing mainstream organisations and unions. The countries covered total twenty one and, in addition, there is a summary chapter in volume two on issues, trends and implications. Obviously there are other reference points available on single countries and indeed dual country comparisons, but this work is timely, highly relevant and extremely valuable. It is recommended most highly.' – Geoffrey N. De Lacy, Australian Human Resource Institute Journal 'A very welcome and valuable addition to the literature, this two-volume handbook covers current HRM policies and practices in all 21 APEC (Asia-Pacific Economic Cooperation) member economies. For the first time, we have single-source access to a codified set of macro-level HRM profiles for APEC membership economies . . . this project helps fill the need for systematic and accurate HRM data in a very large geographic area, including four continents divided by the Pacific Ocean . . . this is an impressive compilation and will benefit government and business organizations when formulating strategy for employment relations. It will also assist those in the academic sector with the research and teaching of cross-cultural management issues. It should be a welcome addition to most academic and special libraries with interests in the Asia and the Pacific.' – David A. Flynn, Business Information Alert It is becoming increasingly recognised that the way in which human resources are managed is a key source of sustainable competitive advantage for business. Nowhere, Michael Zanko argues, is this seen to be more relevant than in the Asia-Pacific region. The aim of the Handbook and its systematically codified economy human resource management (HRM) profiles is to improve knowledge and understanding of HRM policy and practices in the Asia-Pacific region. It serves as a practical guide to predominantly macro-level HRM policies and practices in ten APEC economies, covering Australia, Chinese Taipei (Taiwan), Hong Kong, Indonesia, Japan, Korea, Malaysia, People's Republic of China, Thailand and the United States of America. The Handbook of Human Resource Management Policies and Practices in Asia-Pacific Economies Volume I will be essential reading for lecturers, researchers, academics and managers concerned with human resource management, international business, management, and cross-cultural studies. The Handbook will also be of great interest to those involved in industrial and employment relations.

Download or read book Banking and Finance Dispute Resolution in Hong Kong written by Sau Wai Law and published by Taylor & Francis. This book was released on 2023-08-25 with total page 197 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the concept of ‘naming, blaming, claiming’ in the application of arbitration for private banking dispute resolution. The author focuses on examining this issue using Hong Kong as a case in point, blending theory and empirical evidence to unveil how disputes are resolved within the banking and finance industry, which will enable them to explore possible effective and efficient mechanisms to resolve financial disputes. The book offers a comprehensive review of the laws and regulations governing the private banking industry in Hong Kong and selected jurisdictions, as well as how they are implemented. It examines the clients’ perceptions through an innovative methodology for empirical studies. Describing how clients react to the laws and regulations and the potential adverse impacts to the stability of the banking industry, the author identifies possible factors that could trigger another financial crisis. Synthesising his analysis, the author proposes newly discovered self-corrective mechanisms embedded among clients and concludes with policy recommendations. Directly relevant to banking practitioners, particularly legal and compliance departments, and senior management, the book is also written for legal professionals interested in the practices of dispute resolution in banking and finance. Additional readerships will include bank regulators, government officials, policy makers, researchers, and those involved in courses in banking and financial law, as well as Arbitration and Dispute Resolution.
Download or read book Self Help Organizations of People with Disabilities in Asia written by Joseph Kin Fun Kwok and published by Bloomsbury Publishing USA. This book was released on 2002-06-30 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a comparative analysis of the micro and macro characteristics of self-help organizations of people with disabilities (SHOPs) in seven selected countries and territories in Asia, namely China Mainland, Hong Kong, Japan, the Philippines, Taiwan, Thailand, and Vietnam. Since the 1980s, SHOPs have prospered in this region and were given a major role in the United Nations' forum and the International Year of Disabled Persons in 1981. The analysis shows the differences among the SHOPs in terms of the complexity of their structure, government's affirmative policy, legislation, and leadership qualities. These differences are due to the complex interplay among factors at local, national, and international levels. SHOPs in this region present a rather homogenous perception in their organization, leadership, social inclusion, and globalization, despite the marked differences in their societies. SHOPs tends to be domocratic and consensual in nature, and led by elected members with assistance from paid professional and clerical support. The self-help organizations are positively regarded in these countries.
