Book excerpt: This survey is the first documentation of automated cost models employed within the Department of the Army. It is designed to catalog and describe all cost models which are either operational or under development for the benefit of personnel in cost research and cost analysis. With the increasing requirements in the Department of the Army for rapid transmission of both raw and refined data, Army cost analysts are experiencing an increasing need for information, at all levels of Army cost analysis. Included in this survey of computerized cost models submitted by Army Headquarters Agencies and Major Field Commands are models developed prior to 31 December 1967 and models planned for development prior to 30 June 1968. The success of this publication depends on the accurate flow of information concerning the cost models employed by all elements of the Army. As this information becomes more useful in reference, more tabs with detailed accounts of equations and program formats will be possible.

Each of these methodologies consist of a mathematical model and nomenclature lists. Some of the models include samples of computer printouts, input data, resultant costs, derivations of pertinent relationships as well as some of the FORTRAN computer programs employed, and other explanatory material. The first model presented is the most highly developed of the five and is described and presented in a comprehensive manner. The methodology, which develops costs according to two different schemes of categorization, simultaneously, consists of some 100 equations and approximately 110 elements or sets of input data, schedules and cost factors. Book excerpt: A description of the Army cost model, which has been under development since the end of February 1962, is presented. This cost model is to be used for rapid cost estimating of alternative forces for use in cost-effectiveness studies and for pr jecting approximate budget sizes. In the development of this model, a determination was first ade as to the kinds of outputs the model shoul have. In general these outputs were made compatible with those of the OSD programming system. The model was then structured to simulate Army processes in a simplified anner, the structure being based on an intensive study of the organization, policies, and procedures of the Army. This memorandum then describes the data needed to develop the many inputs required for the model. Finally, a highly summarized schedule is presented on the over-all development work. This schedule is broken down into five categories: re earch, documentation, programming, testing and operations. (Author).

Volume 1 (R-4078/2-PA&E) describes the Army decisionmaking process, and this volume describes data sources and methods used to develop cost factors. "Cost factors" are measures used to estimate the cost implication of changes in defense missions, force structures, weapon systems or operating levels. They include recurring operating and support costs, nonrecurring operations and maintenance costs, and investments costs, such as facility construction. The study also examines intermediate factors, such as personnel pay rates, that are used to develop cost estimates.
