Book excerpt: Excerpt from A Study of Secondary Education in Vermont By an act of the General Assembly of 1908 a Department of Pedagogy was established at Middlebury College for better professional training of teachers for secondary school work. The college soon came to recognize the necessity of a more intimate knowledge of conditions in the high schools and academies of Vermont, their special needs and problems, in order to a clearer understanding of its mission in helping these schools to be more efficient means in serving their constituents. To secure this information, Raymond McFarland, Professor of Secondary Education, was directed to visit the secondary schools of the State, or as many of them as could be reached during the first half of the school year of 1911-12. He was received in a most courteous and kindly manner, both by superintendents, principals, and teachers, and accorded every facility for his examinations, for which both he and the College desire to to express earnest gratitude. Study of his report will show that his investigations were conducted in a thorough and impartial manner, with the sole object of acquiring facts which may be found useful in improving educational conditions in the State. Progress must be based upon facts, and as a contribution to the knowledge of conditions in Vermont education this report is sent out to the friends of Vermont schools. While the report is in many respects encouraging, it also suggests the need of advance in several directions, and the facts contained in it have already proved of service in the Middlebury College Department of Pedagogy. The aim and purpose of the undertaking seemingly are clearly indicated in the title, and the justification for the production rests in the faithfulness with which these have been followed. Few will deny, I think, that the field of secondary education in America is to-day not only one of the most interesting fields of study in education, but that it is a most important realm of investigation and research. The high schools of America are largely the foundation upon which the colleges and universities stand, and they are at the same time the culmination and the stimulating ideal toward which much of the work of the elementary schools, is directed. They occupy a most important place in our system of education. They serve as agencies of culture for culture's sake, and simultaneously constitute preparatory institutions. Their character is therefore unique. In almost no other country in the world do schools of secondary education combine so many functions under a single type of institution. They are worthy of extensive study. The purpose of any historical study is, as I conceive it, to make intelligible the contemporary institutional and social life of the present. Social conditions of today are as they are because social conditions of yesterday were as they were yesterday. No period is sufficient unto itself. No era stands alone. What was done one hundred years ago affects in some measure the conditions now. Not a jot or a tittle that is significant in to-day's civilization will be wholly unrelated to life interests one hundred years hence. A number of specialists may collaborate in the production of a book which consists of several more or less isolated treatises on various separate phases of secondary education. Such a method has many merits, but precludes the develop ment of a consistently constructive theory. On the other hand, when a single individual attempts to write a book covering a field as broad as that of secondary education, there are always two possible dangers: either the limitations of the individual may lead to superficial treatment and error, or unsupported personal opinion and bias may dominate. The first of these dangers is minimized when the writer refrains from attempting to deal with the details of teach ing appropriate to the various studies of the secondary school program and confines this attention to more funda mental principles. In this book the author deals with special studies only in connection with the broader matters of aims and values, together with the larger elements of method necessarily involved. A later volume in this series will deal with the principles of teaching in the secondary school and several volumes will deal with methods of teaching special subjects or groups of subjects. English education in Tudor times can only be treated as a branch of the tree whose roots were in Italy: from whatever quarter the seed of our nine teenth century education was brought, it had a life which was all its own. Moreover, the translation of ideas into practice followed quite different lines in England and abroad. In France and Germany educational systems were created by the State; in England institutions grew up with a minimum of State intervention. Comparative edu cation is a study of the greatest importance, but it is based on the recognition of a difference in educational development in different countries rather than on an attempt to find a unity between them. Book excerpt: Excerpt from Changes Needed in American Secondary Education A survey of the programmes of the existing American secondary schools - public, private, and endowed - would show that as a rule they pay little attention to the training of the senses, and provide small opportunities for acquiring any skill of eye, ear, or hand, or any acquaintance with the accurate recording and cautious reason ing which modern science prescribes. To make, or read, a complete survey of these programmes would be a dull and heavy task; but the demonstration needed for the purpose of the present essay can be readily given by analyzing the programmes of a few typical schools and academies. Such an analysis of the programmes and regulations of twelve different schools and one group of kindred schools is given in the Appendix, the general result being that the secondary schools are giving not more than from one tenth to one sixth of their force to observational, sense-training subjects. Any school superintendent, teacher, or committeeman can verify the results of this analysis in any secondary schools with which he is acquainted.
