Abstract: To solve the conflict between limited fiscal funds and increasing demands to strengthen infrastructure construction, Public Private Partnership (PPP) was introduced by the Chinese government as an effective approach to make use of private investment to implement infrastructure projects. To provide services or facilities for public use, in PPP, participants pool their skills and resources while at the same time sharing the risks and rewards. The application of PPP could not only ease the government's financial pressure, but also improve the efficiency of infrastructure construction and ensure the service quality of projects. Although PPP produces these benefits, the complexity and long-term features of PPP projects expose participants to more risks than in traditional projects. Therefore, risk management of participants is critical to the success of PPP projects. As an innovative procurement approach involves a variety of stakeholders over a long time span, it is necessary to investigate how to appraise and recognize PPP project success. In addition, although risk management has attracted much attention, few studies examine the detailed link between various dimensions of risk management and PPP project success. This research therefore intends to fill these two gaps. Compared with countries in the West, PPP was introduced into China relatively recently. A comparative study was employed in this research in order to understand the Chinese situation and to make use of the experience of other countries to critique PPP project performance in Mainland China. In this study, a two-pronged research program-comprising quantitative and qualitative approaches-was used to test and validate the tripartite theoretical model which was set up based on Transaction Cost Economics (TCE), Resource-based View (RBV) and Relational Exchange Theory (RET). In the quantitative study, questionnaire surveys were conducted concurrently in Mainland China and other places. Hierarchical Multiple Regression was used to explore the relationships posited in the research framework. To provide supportive and complementary evidence to the quantitative data, a case study of a PPP project in Mainland China was undertaken. Open-ended interviews and the thematic analysis technique were adopted in the case study. Taken together, the findings indicated that although the facets of risk management significantly affect project success, there are subtle different influences on different stakeholders' benefits. For example, the uncertainty of social issues and economic issues will affect public partner's benefits while the uncertainty of political & institutional issues, economic issues and project specific issues are directly influence private partner's benefits. To maximize their own interests, different stakeholders should pay more attention to the influencing factors that are specifically associated with them. Meanwhile, it is demonstrated that individual efforts on risk management also contribute to the benefits of other stakeholders as well as to the whole industry development. In addition, the comparative study suggests that public partners of PPP projects in Mainland China could refer to the risk management experience of public partners from other countries to make an appropriate risk management commitment and better manage risks. On the other hand, private partners of PPP projects in Ma

Book Public Private Partnerships

Download or read book Public Private Partnerships written by Paolo Urio and published by University Press of America. This book was released on 2010-12-18 with total page 383 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public-Private Partnerships aims to discover the conditions under which public private partnerships may provide a viable alternative to the provision of public services and infrastructures by the state, while achieving efficient, sustainable, peaceful, and equitable development in four transition countries: China, Poland, Russia, and Ukraine. These countries have experienced command economy under communist rule for at least thirty years. They have only recently introduced market mechanisms. In spite of a huge literature in favor of public private partnerships in the west, scientific empirical evidence is generally mixed and balanced. Success or failure depends upon many factors that need to be identified and analyzed. Moreover, economic performance may be achieved at the expense of other criteria such as equity, public scrutiny, and accountability. This research (a cooperation between the University of Geneva and the United Nations) is the first attempt to evaluate public private partnerships based upon a review of the literature in Europe, documentary analysis, and in-depth interviews in the four countries with representatives of the public and private sectors, as well civil society organizations.

Book Public Private Partnerships

Download or read book Public Private Partnerships written by Nikolai Mouraviev and published by Palgrave Macmillan. This book was released on 2016-10-20 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: This innovative new book examines government approaches to Public-private partnership (PPP) formation. It explores the management experience and challenges that key stakeholders involved in PPP governance face in Russia and Kazakhstan. An increasingly common method of delivering public services, PPP deployment in these two countries is still in its infancy, beginning only in 2005. Public-Private Partnerships highlights how the governments of Russia and Kazakhstan understand the nature of partnerships, which contextual features drive PPP formation and why these two nations have selected concession as the principal PPP form. The contributors provide comprehensive coverage of the management issues that present challenges in PPP delivery, including partner interaction concerns, opportunistic behaviour and approaches to risk management. The authors also discuss the legal and regulatory impediments to PPP development and the PPP critical success factors.

Book Identification and Implications of Risk Factors in Public Private Partnership Projects

Download or read book Identification and Implications of Risk Factors in Public Private Partnership Projects written by Pitamber Yadav and published by . This book was released on 2020 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Earlier research studies on public-private partnership (hereinafter 'PPP') indicated that an objective, reliable, and practical risk assessment model for PPP projects and an equitable risk allocation mechanism among different parties are crucial to the successful implementation of these PPP projects. The popularity of PPP projects has been steadily on the rise over the past few years. This upward trend is in large part driven by governmental fiscal austerity, particularly in the aftermath of a prolonged global economic recession. The perceived attractiveness of PPP projects is particularly acute in emerging countries because of population growth and increased urbanization. PPP project developments have encountered critical challenges, particularly the enormous difficulties in attracting private investment. Private investors have to face several risks inherent in the investment environment. Thus, a comprehensive approach to managing such critical risk factors is necessary for attracting private investors. This paper expounds on the risk factors affecting the performance of PPP.

Abstract: Public Private Partnership (PPP) procurement has developed in many countries, as an effective way for governments to allay their financial burden and/or improve the efficiencies of public services. However, PPP has also experienced many ups and downs in its applications. As a collaborative venture between public and private sectors, the quality of the relationship between them has been shown to be a key contributor to the success of a PPP project. However, no study has, as yet, conceptualized and tested an integrative framework for modeling and addressing the relational aspect in PPP projects. This study aims to fill this gap. Moreover, the revamping of PPP in the above direction, would align with what is found to be a much larger trend, in moving from traditional management to relationship approaches in project management in general and on built infrastructure projects in particular. The general purpose of this study is to make an original contribution to relationship research in PPP, by addressing the importance of this intangible side of PPP, through developing a strategic relationship management framework for parties engaged in PPP projects. Having examined relational research in joint ventures, alliancing and inter-organisational collaboration, it is found that game theory, transaction cost analysis and relational contracting have a direct bearing on inter-organisational relationships in infrastructure projects. Consequently, they are adopted as the theoretical foundations for this research. This study first investigates the 'hard side' of PPP relationships, analyzing their variables based on semi-structured interviews with PPP experts. Further, the 'soft side' of PPP relationships, is found to be influenced mainly by inter-organisational trust and commitment. This is also investigated in this research by intensive literature review of inter-organisational relationships. A relational variables and indicators model for PPP projects is then developed. Quantitative research data was collected from two questionnaire surveys, targeting international experiences. The first survey was aimed to examine the intensifying and/or moderating effects of various relational variables. The second survey was designed to identify the Critical Success Factors of relationship management in PPP context. Qualitative research data was consolidated from a case study and follow-up structured interviews. Findings from surveys, case study and interviews were then triangulated to develop a strategic framework for better relationship management for infrastructure PPP projects. The findings from this research make a specific contribution to relationship management research; while the 'hard' and 'soft' sides provide lenses for both PPP parties to examine their relationship with their respective partners. The proposed strategic framework consists of a Relationship Management Scheme and Guidelines to be implemented in different PPP phases, through addressing the sustainability of the relationship. It provides an initial scheme or base approach for project parties to manage the relationships proactively rather than reactively. Besides, this research

Abstract: Abstract of thesis entitled Satisfying all Stakeholders in Evaluating the Feasibility of Public-Private Partnership Projects: A Structural Equation Model Approach Submitted by Wong Man Wah for the degree of Master of Philosophy at the University of Hong Kong in August 2006 Public-Private Partnership (PPP) is an increasingly popular procurement option used by governments over the world for infrastructure project delivery. As most PPP projects are in a sizeable scale and often involve the provision of essential public services, it is of vital importance to ensure that the projects are feasible at the outset. While many studies had been carried out by researchers to identify the Critical Success Factors (CSFs) of PPP projects at the implementation stage, it is more important for decision-makers to evaluate comprehensively the feasibility of adopting the PPP approach prior to the initiation of this kind of procurement process in order to increase the probability and level of overall project success. Rather than merely collaboration between the public and private sectors as its name implies, PPP is a "tripartite partnership" between the public sector, private sector as well as the general public. A PPP project is considered successful only if all of the three parties are satisfied with the project outcomes. Therefore it is important that a feasibility evaluation of PPP projects should address the concerns of all parties. While very few istudies had been carried out to identify the different areas of concerns of the stakeholders in a PPP project, this study aims to develop a unified tripartite model to balance the interests of all parties concerned so as to attain a win-win-win scenario. In this study, a literature review was first carried out to investigate the existing feasibility appraisal tools as well as evaluation criteria adopted by decision makers in different countries. As it is a Hong Kong study, pilot interviews were also carried out to reveal the current practice for PPP feasibility evaluation in Hong Kong. A comprehensive list of evaluation factors for initial feasibility appraisal of PPP was devised after reviewing the CSFs identified in the literature. Based on the list of evaluation factors identified, a questionnaire survey was then conducted to examine the perspectives of different stakeholders towards the various success-related factors pertinent to the initial feasibility of a PPP project. Finally, a tripartite model was developed using a statistical technique - Structural Equation Modeling (SEM) to examine the relative importance of different evaluation factors as well as the contribution of a comprehensive initial feasibility study to the level of overall satisfaction of stakeholders. The validity of the model developed was confirmed through validation interviews. Results of the tripartite model shows that instead of the financial & economic factors that are commonly believed to be the most determining factor in PPP feasibility evaluation, technical and social factors including the experience of the public and private sectors, possible innovations, reliability of services delivered as well as the understanding and support of the community are found to be more important that should be considered when assessing the feasibility of a PPP proj

Book Public Private Partnerships

Download or read book Public Private Partnerships written by Darrin Grimsey and published by . This book was released on 2004 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: This path-breaking book considers the recent trend for governments to look increasingly to private sector finance, provided by private enterprises constructing and managing public infrastructure facilities in partnership with government bodies. One outstanding feature of the book is that it brings together an academic assessment of this phenomenon with practitioner-based experience of organizing partnerships and advising government bodies in Australia, Canada, Continental Europe, Hong Kong and the UK. While the volume, as a whole, draws on this extensive experience of the market, there are also a number of specific case studies. Developments in the major advanced countries are covered, along with the potential for public private partnerships in developing countries and transition economies. Combining practitioner knowledge and academic perspective and integrating engineering, economics and finance literature, Public Private Partnerships will be of great interest to economists, engineers, investment banks and government bodies.
