Book A Study of Nighttime Seat Belt Use in Indiana

Book excerpt: A direct observation study of nighttime seat belt use was conducted in Indiana surrounding the Click It or Ticket (May Mobilization) activities. Two nighttime full statewide surveys were conducted, one in April and the other in June 2006. For this study, the hours between 9:30 p.m. to 5:45 a.m. were defined as nighttime. This time included all hours of darkness between the end of twilight in the evening to the beginning of twilight in the morning during June 2006 in Indianapolis, Indiana. Observations were conducted at roadway intersections, freeway entrance and exit ramps, and road segments using specialized night vision equipment. The nighttime survey waves were designed to coincide with daytime waves already planned for Indiana by the Center for the Advancement of Transportation Safety, and the Indiana Criminal Justice Institute. The first objective of the study was to determine if there was a differential change in daytime versus nighttime seat belt use surrounding the mobilization activities. A secondary objective was to compare daytime to nighttime seat belt use to see if there was lower seat belt use at night, as has been found by others. The comparisons across the mobilization period revealed a statistically significant increase during the day (79.7% and 84.3%, respectively), and a statistically significant decrease at night (79.0% and 74.0%, respectively). These results suggest that the daytime mobilization activities had a positive effect on daytime belt use, but no effect on nighttime belt use. There is no obvious reason for the belt use decrease observed at night during this period. Comparisons were also made between daytime and nighttime belt use within each time period (pre- and post-mobilization). No differences were observed during the pre-mobilization wave, while a statistically significant difference was observed during the post wave. This difference is jointly attributed to th

Book excerpt: Increasing seat belt use is one of the most effective and least costly ways of reducing the lives lost and injuries incurred on the nation's highways each year, yet about one in four drivers and front-seat passengers continues to ride unbuckled. The Transportation Research Board, in response to a congressional request for a study to examine the potential of in-vehicle technologies to increase belt use, formed a panel of 12 experts having expertise in the areas of automotive engineering, design, and regulation; traffic safety and injury prevention; human factors; survey research methods; economics; and technology education and consumer interest. This panel, named the Committee for the Safety Belt Technology Study, examined the potential benefits of technologies designed to increase belt use, determined how drivers view the acceptability of the technologies, and considered whether legislative or regulatory actions are necessary to enable their installation on passenger vehicles. The National Highway Traffic Safety Administration (NHTSA), the study sponsor, funded and conducted interviews and focus groups of samples of different belt user groups to learn more about the potential effectiveness and acceptability of technologies ranging from seat belt reminder systems to more aggressive interlock systems, and provided the information collected to the study committee. The committee also supplemented its expertise by holding its second meeting in Dearborn, Michigan, where it met in proprietary sessions with several of the major automobile manufacturers, a key supplier, and a small business inventor of a shifter interlock system to learn of planned new seat belt use technologies as well as about company data concerning their effectiveness and acceptability. The committee's findings and recommendations are presented in this five-chapter report.

Available in PDF, EPUB and Kindle. Book excerpt: Injury is recognized as a major public health issue worldwide. In most countries, injury is the leading cause of death and disability for children and young adults age 1 to 39 years. Each year in the United States, injury claims about 170,000 lives and results in over 30 million emergency room visits and 2.5 million hospitalizations. Injury is medically defined as organ/tissue damages inflicted upon oneself or by an external agent either accidentally or deliberately. Injury encompasses the undesirable consequences of a wide array of events, such as motor vehicle crashes, poisoning, burns, falls, and drowning, medical error, adverse effects of drugs, suicide and homicide. The past two decades have witnessed a remarkable growth in injury research, both in scope and in depth. To address the tremendous health burden of injury morbidity and mortality at the global level, the World Health Organization in 2000 created the Department of Injury and Violence Prevention, which has produced several influential reports on violence, traffic injury, and childhood injury. The biennial World Conference on Injury Control and Safety Promotion attracts a large international audience and has been successfully convened nine times in different countries. In the United States, the National Center for Injury Prevention and Control became an independent program of the federal Centers for Disease Prevention and Control in 1997. Since then, each state health department has created an office in charge of injury prevention activities and over a dozen universities have established injury control research centers. This volume will fill an important gap in the scientific literature by providing a comprehensive and up-to-date reference resource to researchers, practitioners, and students working on different aspects of the injury problem and in different practice settings and academic fields.
