Book excerpt: This pilot project study explored the relationship between the newly created Educator Evaluation System by the Department of Elementary and Secondary Education in Missouri and a change in the professional performance of teachers and leaders. In particular, it addressed whether the process articulated in the state's new model resulted in a positive change in an educator's performance ultimately leading to improvements in student learning. A detailed review of the state's model is provided along with the research that supports the need for each step in the process. The pilot project conducted is described and data are reviewed from the participating districts in the pilot. The pilot district data offered in this study demonstrates that a majority of those teachers and administrators who participated in the pilot and used the state's model showed some measure of growth in their professional performance. In fact, well over 90% of those teachers and administrators who participated in the pilot project experienced a positive change in their professional performance, regardless of the particular indicator on which they focused. While traditionally educator evaluation based determinations and ratings of performance primarily from observation data, the Missouri Educator Evaluation System draws from multiple sources. These multiple sources are categorized into three professional frames: commitment, and impact. The commitment frame considers the quality of the teacher in terms of their credentialing, preparation and other similar artifacts indicative of a high quality teacher. The frame considers the quality of the teaching and is gathered through the traditional approach of observation. The impact frame looks at outcome data or the results that occur. All three frames work interdependently to establish a measure of effectiveness. A positive change in an educator's professional performance, as demonstrated by an overwhelming number of teachers and administrators who participated in the pilot project study, requires support by evidence in all three frames. Specifically for teachers, and for some indicators for the administrator, the evidence from the impact frame includes student performance data. The results from this pilot project study demonstrated that a positive change in a teacher's professional performance is accompanied by a positive change in the learning of their students.

This policy analysis intended to identify the original intent of the Missouri Department of Elementary and Secondary Education with regard to the Missouri PBTE system. The purpose of the study was to explain the development of PBTE and hear the perceptions of elected officials, leaders in state-level governance, and leaders of public schools with respect to the impact the PBTE will have on public education in Missouri. While much research exists on best practice strategies for teacher evaluation, there is a deficit of knowledge regarding how and why Missouri developed their PBTE. The theoretical framework used to conduct this qualitative case study was policy theory. Policy theory is a means to understand the complex web of interactions and processes involved in developing policy (Fowler, 2008). The concepts, which served as the foundation for the study, were policy analysis, human resource management, commitment, practice, impact, and evaluation systems. This study is significant in that it will add to the literature about performance based teacher evaluation.

To meet these demands, there is a need for improved methods for the evaluation of teacher education programs. More importantly, there is a need for the development of methods and procedures to conduct continuous and on-going evaluation that can aid the process of program improvement. Many institutions have had difficulties in developing and implementing satisfactory systems for conducting needed evaluation. In recent years the standards for the approval of teacher education programs in all of the states were strengthened as were the standards for approval by the National Council for the Accreditation of Teacher Education (NCATE). These revised standards put even more emphasis on accountability and the need for both summative and formative evaluation in a teacher education program. Tennessee Technological University has long been recognized as an institution with an exemplary project in program evaluation. As a result, in 1986, the state of Tennessee established at Tennessee Technological University, a Center for Teacher Education Evaluation. The Center began work in July 1986, on the development of models and systems for conducting teacher education program evaluation. To most, teacher education program evaluation is simple and straightforward. Evaluation includes a set of options, a set of criteria, data collection and interpretation, x and then use in meeting accountability needs.

Book excerpt: Effective teachers lead students to improved academic outcomes; therefore, it is critical for the field to understand best practices related to measuring teacher effectiveness. Increasing teacher capacity to positively affect student learning leads to school improvement (Stronge, 2010). When a teacher evaluation system builds teacher efficacy through systematic and rigorous feedback, the evaluation system can contribute to overall school improvement. Current trends support the use of multiple measures of teacher effectiveness (Adnot, Dee, Katz, & Wyckoff, 2017; Darling-Hammond, Amrein-Beardsley, Haertel, & Rothstein, 2012; Jacob, 2012; Phillips & Weingarten, 2013; Rockoff & Speroni, 2010; Steinberg & Kraft, 2017; Steinberg & Sartain, 2015). Multiple-measure teacher evaluation systems are worthy of study because they examine teacher effectiveness, and effective teachers improve students' learning outcomes. Understanding the effective implementation of multiple-measure teacher evaluation systems within Texas is of particular interest due to the 2019 passage of House Bill 3 (HB 3). HB 3 established the Teacher Incentive Allotment, creating a pathway for Texas teachers to earn a six-figure salary (Texas Education Agency, 2019). As Texas districts have been incentivized to implement multiple-measure teacher evaluation systems, understanding the effective implementation of these systems within the state is necessary. This study examined the effectiveness of a multiple-measure teacher evaluation system in an urban school district. Using mixed methods, this study examined The Teacher Appraisal Model (TAM), a multiple-measure teacher evaluation system implemented in a Texas school district, South Independent School District (SISD). Surveys, focus groups, and existing administrative data were used in this study. The epistemological origin of this study is subjectivism, found within the philosophy of interpretivism, as meaning is created from something applied to the object by another source (Crotty, 1998). Process theory (Maxwell, 2013) influenced the interpretation of data and findings. Findings indicate that TAM can help to improve instructional effectiveness when well-implemented. Gaps in perception between teachers and appraisers result from inequitable application of Instructional Domain ratings and diverse views on the value of feedback. Teachers' ratings in the Instructional Domain are greater than their ratings in the Student Outcomes Domain, resulting in misalignment between domain ratings

Book excerpt: The No Child Left Behind emphasis on teacher quality and its relationship to student achievement has made teacher evaluation an area of increased concern for today's high school principal. Numerous problems associated with the evaluation of teachers have been cited in the literature, including lack of agreement on what constitutes good teaching, an emphasis on accountability rather than improved performance, limited feedback, and low benefit to teachers as a means for improving instruction. In response, efforts have been made to better understand the characteristics of effective teacher evaluation systems and improve current practice. A recent review of the literature on teacher evaluation (Bradshaw & Joyner, 2002) identified criteria that can be used to develop more effective evaluation systems. These criteria included things like linking evaluation to school goals, gathering and using data on teacher performance, establishing feedback mechanisms, and including ways to meaningfully involve teachers in the process. Efforts to improve the technical quality of evaluation systems over the past two decades have not produced evidence of improved teaching and increased student achievement. Thus, newer thinking treats teacher evaluation as an organizational problem that includes improving school climate, having the principal become an instructional leader, and building links between school improvement, professional development, teacher evaluation and student learning. This paper presents guidelines for principals which are synthesized from the characteristics of effective evaluation systems identified in the literature. (Contains 12 online resources.).
