Abstract: Currently, most of the research related to aviation sector of Hong Kong would focus on infrastructure perspective such as the building of 3rd runway in HKIA and the cooperation issues among airports in Pearl River Delta (PRD) Region in order to analyze the impact towards competitiveness of Hong Kong as a major international air cargo hub. However, there are not much research on air cargo industry has been done from security perspective but the recent trend of tightening international security requirement has already brought significant impact on the competitiveness of Hong Kong air logistics sector. In fact, the United States enacted the Aviation and Transportation Security Act (ATSA) after the 9/11 incident in 2001 already signaled a new era in air cargo transportation. Significant security measures have been implemented to all facilities shipping cargo to the United States and air cargo sector in Hong Kong would be included. Since most of the international air cargo that enters the United States transits through large hub facilities in Asia such as Hong Kong, there is a strong air cargo network linkage between Hong Kong and the United States. This study aims to understand the major development of international air cargo security requirement and the consequences for Hong Kong air cargo industry. This study also examines challenges of the requirement on Hong Kong air cargo industry from operational and economic perspective. An in-depth interview would be conducted to obtain industrial insights on developing recommendations on fulfilling the requirement in a cost-effective manner. This study would act as a stepping stone for further analysis on providing recommendations to facilitate the security requirement development in Hong Kong air cargo industry. Abstract: In view of the 911 terrorist incident plus various cases regarding undeclared dangerous goods were happened, tightening security measure on air cargo was adopted by different governments. Additional requirement of cargo screening would involve extra cost and thus the competitiveness of Hong Kong in the industry may weaken. Concern about that the compliance of new security requirement would affect Hong Kong economy and adversely affect the position of Hong Kong International Airport as an international air cargo hub. There are implications of the trend of having tightening of security measures on air cargo in Hong Kong. This study will examine the development of international air cargo security requirement, focusing on the potential solutions and cost implications for Hong Kong air cargo industry. It is expected that the research results will outline the practical solutions and provide a platform for further academic research analysis on providing recommendations to facilitate the aviation security requirement development in Hong Kong. Moreover, under the "One Country, Two System" arrangement, Hong Kong benefits from China's economic development and acts as a major gateway for the country's import and exports. Despite the air cargo traffic just accounts for only 1% of the total cargo movement, it represents almost 27% of the total value of the Hong Kong's total trade. It is an important strategic industry of Hong Kong. The aim of this study is to formulate some strategies for the HKIA in sustaining its leading position as an air cargo hub through examining its present strengths and weaknesses and exploring its future opportunities and threats. To get more information and understand more about the internal factors of HKIA, a field research was conducted for this pursuit. And Porter's Five Forces Model was applied in analyzing those external factors influencing the status of HKIA. The results of this study indicate that HKIA in general is the dominant regional air- transportation hub and it will be able to maintain its edge in the foreseeable future despite the ambition of airports in the Pearl River Delta. However, at the same time, it is suggested that HKIA should adopt a low cost and differentiation strategies in order to enhance its leadership role. Abstract: Today, aviation security is at the forefront of public consciousness particularly when they think of their own personal safety. The dramatic and catastrophic attacks of 911, utilizing civil aviation resources has made the world view aviation security with a critical eye. It could be argued that the response by States and individual airports and airlines has been positive and rapid, however the effectiveness has been marginal. Many factors have been proffered as the reason, from ineffective conservative governments, out-dated equipment, old infrastructure to a traditional mind-set that does not always accept change. Due to the limited scope of this research paper, the author has chosen to concentrate on Corporate Governance and three associated principles, "ethics," "accountability" and "oversight" to assess the effectiveness of aviation security. This theme was chosen because, in the 1990s the Hong Kong Government considered Corporate Governance was a key ingredients needed for a positive paradigm shift in the way aviation security was implemented at the Hong Kong International Airport (HKIA). Government and the public felt, that the management of the old "Kai Tak" airport in Kowloon prior to 1998 did not adequately consider Corporate Governance as a key ingredient to successful security resulting in long-standing misgivings about the airport''s ability to meet security requirements. Fortuitously for this research paper, HKIA was relocated from Kowloon to Lantau Island in 1998 and a new Government owned company Aviation Security Company Limited (AVSECO) was set up at that time to provide the security. The Government and the Board of Directors of AVSECO were able to learn from the weaknesses of the old airport and from the outset understood the need for a change in the way the security was provided at the airport. So spurred on by the imminent airport relocation and the establishment of a AVSECO at the new airport, the Government considered it was an ideal time to change the security philosophy and make the new company accountable through good corporate governance. With this background, the aim of this research paper is to review the standards and recommended practices set by the International Civil Aviation Organization (ICAO), which is a Specialized agency of the UN having the aim of safeguarding civil aviation against actual and threats of ''unlawful interference to civil aviation''. To do this, there is a literature review and observations from within the aviation industry. This review found that the security measures implemented to enforce the standards and therefore counter the real and emerging threats has been poor throughout the world. The question the industry therefore needs to ask is "If all the experts of the world have joined together (through ICAO) to set the standards to mitigate the risk, why does the public still feel the measures are unrealistic or ineffective in most airports?" Also, "Why, when we know in theory what to do, is it that many airports still fail to stop the threats? "In order to solve this puzzle, the paper critically looks at the international standards and their global implementation. Then, utilizing HKIA as a case study, the paper discusses if good corporate governance is a key to the successful implementation of effective aviation security. Airfreight is an essential and highly sophisticated part of an economy s logistics infrastructure. A functioning infrastructure is vital for the development of an economy, in particular for its international trade. As trade is a key component in China s economic success formula, demand for an efficient infrastructure is high. Air transportation has become one of the most effective tools to explore and serve world markets. In today s highly competitive business world, just-in-time delivery and good customer service are absolutely crucial. The overall trend towards fast reliable delivery and the transformation of China s economy along with the value chain of production, have boosted demand for air transportation. Due to these developments, the air cargo market, which is still at low levels particularly in domestic transportation, is one of the fastest growing markets in China. The regional focus of this study is on the economic powerhouse of China, the Pearl River Delta (PRD) located in the southern province of Guangdong. Everyone who knows the highly industrialised landscape of the PRD would probably agree, that the region s nickname factory of the world is more than appropriate. The PRD has the highest per capita output in China and generates about one third of national exports. The Greater Pearl River Delta (GPRD) consists of the PRD and the Special Administrative Zones Hong Kong and Macao. In many respects, it is one of the most interesting economic entities of the world. Economy and infrastructure are integrated on a very high level. The GPRD features many extremes: its strong economic power, its rapid growth that has been the highest in China for many years, its population density and last but not least, its aviation landscape. Within radial distance of about 100 km, five international airports are at service, creating the highest airport density in the world. Three of these airports are among China s top five airports.
