Abstract: Reclamation plays an important role in land supply of Hong Kong in various parts of territory to meet the demand for business, housing, infrastructural facilities, and ever increasing populations. Since 1852, Hong Kong has successfully expanded 6,824 hectares of the land since the first reclamation project, with about 6% of land in Hong Kong came from reclamation. Major reclamation projects in Hong Kong included Victoria Harbour Reclamation, Hong Kong International Airport Core Development Programme, and the present largest infrastructural facilities Hong Kong-Zhuhai-Macau Bridge. The government policy for reclamation in the colonial period was regarded as executive-led and lack of public participation. The situation has a significant change after the resumption of sovereignty by China in 1997. Public engagement, such as district forum has been the usual practice for the government to involve the public in reclamation and planning projects. Environmental issues brought by reclamation include the release of contaminants from dredging process, disruption of marine environment and ecosystem, polluting the surrounding water and air, and irreversible damage on the coastline and harbour. The study aims at (1)examining the reason for Hong Kong being so dependent on reclaiming land to increase the land supply for development; and the policy making and implementation process in the Hong Kong Government before and after 1997 in face of the changing political environment;(2) describing the major reclamation projects in the Hong Kong history; (3) studying the environmental impact brought by reclamation in Hong Kong and the related law and governing ordinances; and (4) suggesting alternative ways to increase the land supply in Hong Kong in the near future under the concept of sustainable development. It is concluded that reclamation will still be the easiest option adopted by the government to obtain land resources outside the Victoria Harbour. Community- based urban planning should be continued in land use planning policy for allowing people to engage in the process so that harmonious and sustainability can be achieved. Book excerpt: (Uncorrected OCR) ABSTRACT Concerns about the environmental effects of reclamation are increasingly being raised concurrently with the continuing expansion of city of Hong Kong. Both the short-term and long-term environmental impacts of reclamation are emphasized. Reclamation techniques, whether the existing seabed sediments should be dredged or treated insitu, is still a controversial topic. The latter option is widely preferred. The case study of Container Terminals 10 and 11 on the Port Peninsula of the planned Lantau Port Development has demonstrated that the fully-dredged reclamation option has a lesser impact than the dredge-drained option. Consultants carried out an Environmental Impact Assessment to evaluate the effects of the dredging and filling activities upon the identified sensitive receivers in the vicinity. They selected the assessment categories of marine water quality, noise levels, air quality and marine ecology. Overall results revealed that the partly dredged-drained option is the most favourable with regard to marine water quality only while the fully-dredged option has fewer impacts in terms of noise and air quality. The influence on marine ecology was found to be insignificant largely because the protected species like the Chinese White Dolphins are not active in the water near the proposed site. Fish species are considered to be unlikely to be adversely affected by the dredging and filling activities because of their high mobility. Although the plan to build CT10 and CT11 has been changed recently due to many factors, the site will still be reclaimed as a Disney Theme Park. The findings of the earlier studies of CT10 and CT11 are still valuable. Investigation of the contaminants of most concern to the three receptors, fish species, Chinese White Dolphins and humans, was carried out in the East Sha Chu Contaminated Mud Disposal Site. This disposal site is originally a marine sand borrow pit which later used as a contaminated mud disposal site.

Abstract: Abstract This dissertation, entitled "Policy Window and Legitimacy in Hong Kong: A Comparative Analysis of Central Reclamation Phase III and Divestment of The Link," aims at understanding the interest articulation mechanism adopted by policy entrepreneurs after the implementation of the Principal Officials Accountability System (POAS) by studying two controversial cases: Central Reclamation Phase III and Divestment of The Link. The dissertation shows that the POAS only serves to centralize the policy-making power of the Government without fully institutionalizing the vested community needs. It gave rise to undue instable and unpredictable policy-making environment. In recent years, Hong Kong's policy entrepreneurs and public no longer rely on the conventional and formal interest articulation mechanisms to articulate and justify their problem identifications and agendas to the Government. Instead of using the conventional and formal interest articulation mechanisms, policy entrepreneurs used unconventional interest group campaign to challenge the political legitimacy of the HKSAR Government in the policy process.
