Book The Determinants of the Recruitment Practices of Police Departments

Download or read book The Determinants of the Recruitment Practices of Police Departments written by Serkan Altuntop and published by . This book was released on 2008 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recruitment and selection were always considered as one of the most critical functions of success and performance in both the private and the public sectors. In a rapidly changing environment and with the increased customer demands, it is not likely that a company or organization that ignores its environment and overlooks revising its policies including recruitment would survive or sustain efficiency. This study identifies the determinants involved in recruitment and selection practices in law enforcement agencies and their importance to the rapidly changing profession in the US. This study examines the logic behind recruitment practices and how they effect decisions in police departments. The moving point to research these arguments is analyzing the selection techniques used in police departments. Unlike other studies that focus on analyzing which selection method(s) is best in predicting how to recruit good police officer (for a compilation of such studies on law enforcement selection, a good resource is "Research in Law Enforcement Selection" by Michael G. Aamodt), this study tries to understand what factors affect using more or less selection tools assuming that using more diverse selection tools helps identify more aspects of an individual which in turn serves police departments better to have more qualified officers. The findings from this research suggest that police departments are aware of the importance of external forces and value organizational change and as such they adapt their structures including their recruitment policies to external demands. At the same time, some internal factors also seem to have a significant role in recruitment decisions.

Book A Networking Guide to Recruitment Selection and Probationary Training of Police Officers in Major Police Departments of The United States of America

Download or read book A Networking Guide to Recruitment Selection and Probationary Training of Police Officers in Major Police Departments of The United States of America written by Deirdre Strawbridge and published by . This book was released on 1990 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: A survey of city and county police agencies with 500 or more sworn officers formed the basis of an analysis of current practices regarding the recruitment, selection, and police academy and field training of police officers in the United States; comparisons are made with approaches used in the United Kingdom. Responses came from 72 of the approximately 80 departments surveyed. Information was gathered on the population and ethnic composition of the area served, social problems, crime rates, police employment and expenditures, the characteristics of the police force, methods of recruitment, applicants and selection procedures, time devoted to training in each subject area, and the characteristics of field trainers and training programs. Results showed that police agencies in the United States have diverse organizational structures and procedures in contrast to the situation in the United Kingdom. However, societal changes and resource limitations make it crucial for police managers to establish regular communication to share knowledge, experience, and data. National organizations, university criminology departments, and other channels exist to promote this communication. A computerized database containing information from each police agency would be a useful way to promote this communication. Tables, survey instrument, and addresses of responding agencies.

Book Police Selection Standards and Processes in Ohio

Download or read book Police Selection Standards and Processes in Ohio written by James Andrew Conser and published by . This book was released on 1976 with total page 622 pages. Available in PDF, EPUB and Kindle. Book excerpt: State-of-the-art review of entrance qualifications, selection practices, and mandated minimum standards for law enforcement personnel and an analysis of their discriminatory effects and job relatedness. This study involved a review of literature on selection standards, a pilot survey of eleven law enforcement agencies, a questionnaire survey of all Ohio law enforcement agencies at the state and local levels, and interviews and discussions with local and state agencies, professional associations, elected state representatives, and non-police consultants. This report covers the following areas: state mandated minimum selection standards, legal aspects of police entrance qualifications, personnel and related functions (salary, manpower, civil service, etc.), the selection sequence, recruitment and application, physical requirements, aptitude and character requirements, ranking candidates, and training and probation. Some of the major survey findings were that females comprised only 1.6 percent of full-time sworn personnel in the 241 jurisdictions responding to the questionnaire, 81 percent of the jurisdictions had minimum age requirements, 62 percent utilized written examinations in the selection process, 89 percent indicated citizenship as an employment, and 71 percent indicated that applicants had to meet a residency requirement. Only five percent of the responding agencies indicated that they considered compensating factors in lieu of meeting other requirements. It is recommended that Ohio is in need of a number of mandated minimum selection standards to insure a minimum qualification level of all police personnel. Specific suggestions are made on the development, enactment, and focus of standards, enforcement, higher standards, the selection process, and basic training. The appendix contains a copy of the survey questionnaire, a list of the participating agencies, selected statutes from states with minimum selection standards. A bibliography on the legal aspects of the polygraph, and supplemental and/or supporting study data. A thirteen-page bibliography is provided.

Book Police Selection Standards

Download or read book Police Selection Standards written by International Association of Chiefs of Police and published by . This book was released on 1971 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Operation Police Manpower questionnaire was mailed to some 2,685 law enforcement agencies. Its purpose was to gather specific information about individual law enforcement agencies in the United States. We attempted to reach every agency for which we could obtain an address (state police, county police, county sheriff, city, town and village police). Those who had not responded within a reasonable time were sent a follow-up questionnaire. In the final analysis, we tallied 1,323 responses or 49.3% of those surveyed. This guide is divided into two sections. Section 1 is the data itself. Section 2 is the reference list of all the agencies surveyed.

Book Selection Through Assessment Centers

Download or read book Selection Through Assessment Centers written by Roger Reinke and published by . This book was released on 1977 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The assessment center method of police personnel selection is described and its advantages over other methodologies are identified. Operationalization of this method is illustrated in three agencies. The assessment center method is primarily a structured evaluation of relevant skills, knowledge, and capabilities of individuals for entry level positions or promotion by means of situational testing. The tests relate directly to either the specific situation or to the general occupational level of the candidate. The evaluation requires that several assessors consolidate their findings into reasonably objective appraisals of the candidate's potential capabilities. Following a preliminary screening process which identifies the most qualified candidates, successful candidates are assigned to groups of four to six, and their performance on test exercises is evaluated. Exercises are designed to elicit certain predetermined job-related behaviors which are evaluated and scored. Assessments are combined during an assessor conference, and the candidate may be asked to participate in a personal interview during which performance is discussed and suggestions for further improvement are made and illustrated with observed behavioral examples. Several studies have shown the reliability and validity of this method and it does well under equal employment agency scrutiny. One drawback in the method is its relative high cost, roughly $300.00 per candidate, and to date police have primarily utilized this method only for midmanagement and executive level screening. Major problems with all selection methodologies, whether based on merit systems or purely subjective judgment, include examiner subjectivity, inappropriate test instrument, irrelevant performance criteria, oversimplified selection processes, inappropriate weighting of selection components, a lack of information concerning the procedure's actual predictive validity, agency regulations which may influence selection, and executive discretion and probationary hiring procedures which allow circumvention of established selection processes. The assessment center method is able to avoid some of these problems by combining aspects of many existing selection procedures in a manner which enhances objectivity and consistency. Implementation of the assessment method in Kansas City (Missouri) for the selection of police sergeants, and in Rochester (New York) for the selection of investigators is detailed. The New York Police Department has used the assessment center method for both upper level management and for lower ranks; and the Mississippi Bureau of Narcotics has implemented the method for entry level positions. Use of the method to select a new chief of police in Savannah, Georgia, is also described. A chart indicating the selection steps in Rochester, Kansas City, Savannah is also included. Assessor training, exercise development, administration, scheduling, facilities, and the assessor conference are discussed in greater detail. The appendix includes copies of the assessor report form, and the assessor's and administrator's tally forms with explanations of each.

Book The Selection and Promotion of the Successful Police Officer

Download or read book The Selection and Promotion of the Successful Police Officer written by Lawrence R. O'Leary and published by Charles C Thomas Pub Limited. This book was released on 1979 with total page 183 pages. Available in PDF, EPUB and Kindle. Book excerpt: Guidelines to help police personnel administrators develop and implement systematic selection and promotion procedures are presented. The objective of the book is not to identify specific tests or selection devices, but rather to outline a conceptual approach to selection and promotion and to provide basic tools for implementing the approach. Basically, the approach involves analyzing each job in the police department; identifying the knowledge, skills, and abilities required for performance of each job; developing a logical selection plan that is fair and psychometrically sound; and monitoring to minimize select errors and to modify procedures as necessary. Guidelines for identifying qualities necessary for good job performance at the ranks of line officer, sergeant, lieutenant and captain are provided. Specific methods for developing a selection plan are elaborated, with particular attention to establishing minimum qualifications through testing, interviewing, and job simulation. Fair employment issues and practices are also examined. Basic information on statistical analysis as it relates to selection and promotion procedures is provided. Also included is a description of the assessment center, a procedure in which candidates for promotion participate in simulation exercises designed to generate job-related behavior. The author has installed these centers for police agencies in Kansas City, Mo., and Rochester, N.Y., for the Federal Bureau of Investigation and for other agencies and organizations.
