Book excerpt: This thesis develops multivariate models to estimate the determinants of retention in the Surface Warfare community to Lieutenant Commander (O-4) promotion board. The findings reveal that serving initially in a cruiser or destroyer, having children, being older at commissioning and being recommended for accelerated promotion more often as an O-1 or O-2 are all positive indicators of Surface Warfare community retention. Having a higher undergraduate GPA, majoring in engineering as an undergraduate, and being commissioned via Officer Candidate School are all negatively association with Surface Navy retention.

Book excerpt: Naval Surface Warfare Officers (SWOs) spend long periods at sea, where they cannot attend to their families or to personal business. This can reduce morale and negatively affect retention. The Navy has been exploring programs that would better accommodate the needs of SWOs through increased use of sabbatical leaves. These programs include allowing former SWOs to return to service, offering leaves of absence, or allowing extended leave between duty stations. This briefing assess the problem, examines the proposed solutions, and offers concluding observations. This research focused on the potential return on investment (ROI) for each program, rather than whether it would directly improve retention. Although all three programs can provide quantifiable benefits and improve morale, both returns to service and leaves of absence offer positive ROIs, although the latter would cost more. The benefits of the personal leave option, on the other hand, do not outweigh its costs. Note that, to capture the full benefits of these programs, retaining more SWOs longer requires a corresponding decrease in SWO accessions.

Book excerpt: This evaluation of the Army Continuing Education System (ACES) considered the following programs: (a) Tuition Assistance (TA); (b) Functional Academic Skills Training (FAST; (c) Military Occupational Specialty Improvement Training (MOSIT); (d) Noncommissioned Officer (NCO) Leader Skill Enhancement Courses; and (e) the Armed Forces Classification Test (AFCT). The assessment of the effectiveness of these programs is based on their ability to enhance soldier performance and increase the prospects of promotion, as well as to reduce attrition and increase reenlistment. The evaluation data came from a longitudinal administrative database that tracked a three-year accession cohort over a six-year period and an NCO database including self-reported participation in ACES programs, promotion information, and observed performance ratings. The analysis was designed to separate effects of participant characteristics from the effects of the program, and to control for differences in the opportunity and propensity to participate in ACES. Participation in TA and FAST were associated with an increase in the probability of first term reenlistment FAST participation was also associated with lower first-term attrition. Participation in several ACES programs showed positive effects on measures of performance and promotion potential.
