Russell Dam and Lake Project is presently under construction and is being placed in tandem between Hartwell and Clark Hill, two existing multipurpose hydropower plants on the Savannah River. System operational simulations were performed in support of a feasibility study for the installation of pump turbines at Russell, using a version of the Corps of Engineers HEC-5C computer program modified for system power and pumped storage. Information developed from the simulations include system hydropower production, pumping energy requirements, daily reservoir pool fluctuations, and reservoir elevation statistics. This information was useful in judging the effects of the addition of pumped storage on system hydropower production and reservoir recreation useability, as well as in ascertaining efficient system operational methods. And how can we adjust their operation to meet the new demands upon the system? This book deals with complex water systems and their operation. Some chapters are highly theoretical while others are rooted in practical applications. How can we an~lyze the operation of a complex water system and determine how its performance can be improved? Several chapters on mathematical analysis give approaches involving different aspects of this problem. But operation also has political, management, and physical aspects. These problems are addressed in chapters by managers who operate such systems. The main theme of all chapters is how to deal with the different aspects of a complex water system, already in place. We feel the book, in dealing with this question could be a start for new theoretical premises in water planning.

Book excerpt: The Eastern Nile riparian countries Egypt, Ethiopia and Sudan are currently developing several reservoir projects to contribute to the needs for energy and food production in the region. The Nile Basin, particularly the Eastern Nile Sub-basin, is considered one of a few international river systems with potential conflicts between riparian countries. In the absence of formal mechanisms for collaboration, the transboundary nature of this basin makes sound water resources development challenging. The large seasonal and inter-annual variability of the river flow exacerbates those challenges. A further complication is the high sediment load in the Eastern Nile rivers during the high flow season. This study contributes to fill relevant knowledge gaps through a better understanding of the methods needed for a complex system of multipurpose reservoirs, considering both water quantity and sediment load. The study quantifies the impacts of water resources development in the Eastern Nile basin and identifies system management options at both regional and country level. Developing a collaborative and unified perspective of the countries towards new projects can be beneficial for all. New operation rules are proposed for improving operation of the current system when new infrastructures are developed and operated either unilaterally or, ideally, cooperatively.
