In the last census of governments, special districts and authorities constituted the largest and fastest growing types of local governmental units in the United States. They are the prime agencies of our Federal Government and our State governments for the conservation and develop ment of our national resources. And they are the most important agencies, along with counties perhaps, for providing urban levels of services to the increasing population outside of municipal boundaries. Yet, despite these increasingly important functions, relatively little is known about them.
