Book excerpt: Solid Waste Management (SWM) has become one of the most serious environmental and public health issues confronting cities in developing countries. Rapid urbanization, economic growth and changes in lifestyles and consumption patterns have resulted in a remarkable increase in waste volume and diversity during the past few decades. In Tanzania, the annual waste generation is about 7 million tons per year. However, the waste collection rate has remained below 35%. Lack of waste management plans, poor waste management governance; inadequate Refuse Collection Charges (RCCs) management, inadequate enforcement, and unpredictable policies are among the waste management bottlenecks discussed in this book. Further, the book explores the strategies necessary for the improvement of waste management practices in Tanzania including waste minimization through the Reduce, Reuse and Recycling (3Rs) concept; effective recycling for both market and non-marketable waste; Stakeholders Engagement, the least cost disposal option; and effective waste management financing.

Besides, lack of plausible solid waste handling systems is as well postulated to be a major challenge, mainly in developing countries. For instance, the waste handling systems found in Kigali, Rwanda, are substandard compared to those highlighted by different studies in developed countries such as Sweden and USA. In general, municipal authorities and other private companies, mainly in Rwanda, are keen to keep streets and some suburbs clean with the help of open landfill disposal system. They often collect and dump solid waste, mixed of organic and inorganic materials to the only municipal dump site located at Nyanza Hill in the outskirts of Kigali City. The exploratory study conducted in Kigali, Rwanda tested the plausibility of briquetting, composting, incineration, cullet pulverisation, and plasma pyrolysis systems to handle solid waste. The study started with the review of various literatures on solid waste management, and thereafter surveyed 400 residents of Kigali City for their opinions. Computer software Web-Hipre was used to analyze public opinions on the five systems to handle solid waste. The results indicate briquetting as the optimal system to handle solid waste in Kigali City. Composting considered suboptimal; incineration, plasma pyrolysis, and cullet pulverisation systems were not considered.

By engaging privatization strategy in commissioning Community Based Organizations ( private sector) to manage solid wastes, there has been little improvement in terms of spatial coverage in cleaning the city, economic impact, social impact and in employment creation. With the aim of helping councils to deliver successful performance outcomes, the book calls upon effective change by investing in other alternative strategies like good local governance including all stakeholders.

Book excerpt: This chapter addresses three peculiar challenges in the solid waste management system of developing countries, namely: the chronic lack of reliable data for planning purposes, the absence of participatory engagement strategies in data gathering for wider ownership and usage, and the lack of monitoring of the climate change burden of existing waste disposal practices. A team of researchers has collaborated with system managers and a responsible philanthropic organization to engage key stakeholders to address these gaps in a sustainable manner. The strategy deployed has been to work in a participatory and evidenced-based frame to solicit support, enhance capacities, empower each other to understand the problems and find for ourselves the practical routes by which solid waste data gaps can be closed in the greater Accra region of Ghana. Stakeholders have participated in a comprehensive waste audit and landfill emission monitoring exercise to develop a baseline, and have used local resources and ideas to recommend steps to sustain reliable data flows and the development of a climate action plan for purposes of modernization. The methodological processes and research outcomes suggest that structural collaboration between researchers and system stakeholders is necessary to break the vicious circle of chronic data gaps and substitute virtuous circles of reliable data for planning purposes.
