Book excerpt: In 2003, the Department of Commerce's Spectrum Policy Initiative was established with the objective of promoting a more efficient and beneficial use of the spectrum. As part of that Initiative, a series of public forums about spectrum management policy was held. The Computer Science and Telecommunications Board was asked to organize one of these forums, a public forum to gather the views of a variety of government and private sector stakeholders about the impact of spectrum policy on their activities. This report presents a summary of those views. Among those included are those representing national defense, homeland security, aviation, science, public safety, amateur radio, cellular voice and data, and terrestrial broadcast uses of the spectrum. Although prepared by the NRC, the report does not present NRC findings or recommendations. A broader study of spectrum policy, including findings and recommendations, will be issued in early 2005.

The popularity of smart phones, tablets, and other wireless devices among consumers, businesses, and government users has increased the demand for spectrum. FCC takes a number of steps to promote efficient and effective use of spectrum. One such step is to establish buildout requirements, which specify that an entity granted a license must begin using the assigned spectrum within a specified amount of time or face penalties, such as loss of the license. GAO was asked to review buildout requirements and the efficient use of spectrum. This report (1) describes the buildout requirements FCC established for wireless services, (2) assesses the extent to which FCC follows its process to enforce buildout requirements, and (3) examines stakeholder opinions on the extent that commonly cited goals for buildout requirements have been met. GAO reviewed FCC regulations and guidance on buildout requirements and examined FCC license data on outcomes of buildout requirements for 5 out of about 45 wireless services selected to ensure variety in type of use and buildout requirement, among other criteria. GAO also interviewed FCC officials, commercial spectrum licensees, industry associations, and spectrum policy experts. GAO is making no recommendations"

In 2010, a Federal Communications Commission (FCC) task force issued the National Broadband Plan that included recommendations to reform spectrum policy. Since 1994, FCC has used competitive bidding, or auctions, to assign licenses to commercial entities for their use of spectrum; however, its authority to use auctions expires on September 30, 2012. Among other things, GAO examined (1) the extent to which FCC has made spectrum available for new commercial uses and the time taken to do so, (2) experts' and stakeholders' views on FCC's plans and recent actions to meet future spectrum needs, and (3) experts' and stakeholders' views on the continued use of auctions to assign spectrum. To address these objectives, GAO reviewed FCC's plans, notices, and orders; reviewed six instances in which FCC made spectrum available for new commercial uses; and surveyed 30 experts and 79 industry stakeholders about their views on FCC's efforts to make spectrum available for new uses, its plans and actions to meet future needs, and its continued use of auctions (the survey had a 68 percent response rate).
