To understand why, it is important to understand the micro-foundations of military power in the information age, and this is exactly what Jon R. Lindsay's Information Technology and Military Power gives us. As Lindsay shows, digital systems now mediate almost every effort to gather, store, display, analyze, and communicate information in military organizations. He highlights how personnel now struggle with their own information systems as much as with the enemy. Throughout this foray into networked technology in military operations, we see how information practice—the ways in which practitioners use technology in actual operations—shapes the effectiveness of military performance. The quality of information practice depends on the interaction between strategic problems and organizational solutions. Information Technology and Military Power explores information practice through a series of detailed historical cases and ethnographic studies of military organizations at war. Lindsay explains why the US military, despite all its technological advantages, has struggled for so long in unconventional conflicts against weaker adversaries. This same perspective suggests that the US retains important advantages against advanced competitors like China that are less prepared to cope with the complexity of information systems in wartime. Lindsay argues convincingly that a better understanding of how personnel actually use technology can inform the design of command and control, improve the net assessment of military power, and promote reforms to improve military performance. Warfighting problems and technical solutions keep on changing, but information practice is always stuck in between.

Book excerpt: Soldiers execute four tasks, namely, to prepare (train) to kill, to kill, to prepare to die and if and when required, to die. Good instruction is a contributing factor in the effective and efficient execution of the first three tasks and the prevention of the fourth. Given that a professional identity such as Profesional Military Instructor Identity (PMII) is predictive of performance, the lack of a PMII in the South African National Defence Force could explain the current unsatisfactory performance of military instructors. The rationale for this study is therefore to contribute to the body of knowledge of military education and training, leading to the enhancement of the effectiveness of the training of and by military instructors. This is done in order to improve the effectiveness of military training. The research was carried out within an interpretivist-constructivist paradigm. Subsequently, an inductive/qualitative research approach was followed and an exploratory research strategy, applying a focus group discussion and three expert interviews to collect data, was used. Thematic networks analysis and coding by means of Atlas.ti were utilised to analyse the data. The literature review resulted in two conceptual frameworks, namely, that of the PMII; and secondly of an educational approach known as collaborative instructivism. Applying the two conceptual frameworks, a codebook was constructed and used to complete the analysis. Two main conclusions stemmed from the analysis. The first main conclusion states that the lack of a PMII and the detrimental effect of the current unsatisfactory performance of military instructors can be reversed by institutionalising and formally teaching the concept of a PMII. A stronger PMII will negate the effect of poor performance and even lead to improved execution. By providing an improved educational construct and quality of instruction, collaborative instructivism has a pronounced effect on PMII, resulting in the second main conclusion, namely, that in order to encourage the development of a PMII, collaborative instructivism should also be institutionalised and implemented in training doctrine and competency-based curricula.

Book excerpt: Military-connected students are a highly mobile population who undergo a great deal of stress in their lives. These factors can overflow into life in the elementary classroom, causing challenges for teachers. This study looked at the percieved challenges elementary classroom teachers face when working with military-connected students in one public school district with schools located on a military base and other schools near it. A Likert-type survey of questions was created and administered to teachers using an online survey tool. The survey was sent to elementary teachers working in schools in one public school district in the Midwestern United States with a garnered response rate of 42.2% (n=68). The schools in the district were located in a city near and on a military base. The study used exploratory factor analysis, descriptive statistics, independent samples t-tests, an ANOVA, and step-wise regression analysis procedures to answer the research questions regarding the challenges teachers face when working with military-connected students. The results of the study indicated that the number of years a teacher has been teaching influences their perceptions of challenges regarding military-connected students. In addition, teachers indicated that helping students catch up academically, supporting them emotionally, and family/parent issues are the top challenges when working with elementary military-connected students.

Book excerpt: This book has as its subject matter the academic education of officers and builds on the signing of the Bologna Declaration in 1999 by twenty-nine European ministers for Education and Science, who thereby agreed to coordinate higher education across Europe, by, for instance, the implementation of the Bachelor's and Master's system. In the meantime, military academies have also introduced the BaMa system into their programs for officers’ education, which marks a transition from the old days, when officers’ education took place within a national military system, under military command, and was firmly grounded in principles, traditions and needs, as professed by the Ministries of Defence and the armed forces in particular. So the Bologna Declaration can be seen as crucial leverage for the development of in-house academic degree programs as a fundamental part of officers’ education. With this volume, the editors of NL ARMS 2019 strive to offer a platform to both academics and military and civilian practitioners, as well as to combinations of these, to reflect and share their thoughts on officers’ education `before and after' Bologna, both in The Netherlands and abroad. To this end, controversies and challenges, affecting various aspects and systems of officers’ education, have been grouped into five themes.
