Book excerpt: The retrofit of buildings to improve energy performance represents a vast opportunity in the construction market with the potential to create jobs, reduce energy demand, and achieve environmental benefits. Multiple challenges need to be overcome to unleash this potential and realize the benefits of investments in improving building energy performance. While large facilities often have easily predictable energy saving potential at scales that are attractive to the financial industry, they are often pursued in a manner that achieves only low hanging fruit for short term economic return. As a consequence, they often fall short of their potential to be pursued as a long term solution. Small sized buildings face even more challenges often related to the lack of the owners abilities to manage and finance energy efficiency improvements. The goal of this research is to develop a framework that supports the continuous improvement of processes involved in developing energy retrofit projects for small sized commercial buildings. The concept of regenerative thinking guided the investigation of value creation and exchange in networks of the stakeholders of a given energy retrofit. Characterization of investment risk in the value adding processes enables more informed investment decisions required to bring a retrofit project to optimal fruition. This enables the identification of high-risk investments during the process that can be elevated as key decisions to prove the investment risks are proportionate to the value being offered. The reduction of project development costs and risks can then contribute to a market-driven expansion of these project and the resulting economic, ecological, and social system effects. In addition, process improvement interventions can be designed and evaluated by their potential and actual effects in lowering the capital investment required to pursue retrofit projects. Key elements of this framework are developed through case studies, focus groups, and interviews. In conclusion, research results examining the value of the framework in improving the business development process for small commercial building energy retrofit projects are presented.

Buildings constructed more than 10 years ago account for a major share of energy used by the building stock. However, the funding and “know-how” (applied knowledge) available for owner-directed energy retrofit projects has not kept pace with new requirements. With typical retrofit projects, reduction of energy use varies between 10 and 20%, while actual executed renovation projects show that energy use reduction can exceed 50%, and can cost-effectively achieve the Passive House standard or even approach net zero-energy status (EBC Annex 61 2017a, Hermelink and Müller 2010; NBI 2014; RICS 2013; Shonder and Nasseri 2015; Miller and Higgins 2015; Emmerich et al. 2011). Building energy efficiency (EE) ranks first in approaches with resource efficiency potential with a total resource benefit of approximately $700 billion until 2030. EE is by far the cheapest way to cut CO2 emissions (McKinsey 2011, IPCC 2007). However, according to an IEA study (IEA 2014a), more than 80% of savings potential in building sector remains untapped. Thus, the share of deployed EE in the building sector is lower than in the Industry, Transport, and Energy generation sectors. Estimates for the deep renovation potentials show: €600-900bn investment potential, €1000-1300bn savings potential, 70% energy-saving potential, and 90% CO2 reduction potential.

Green buildings adopt advanced building technologies and largely reduce energy consumption. A barrier to wide green building development is the high costs that include hard costs for materials, construction, and mechanical, electrical, and plumbing systems and soft costs for design services, financing, overhead, insurance, taxes, and fees. Except for new construction projects, retrofit projects also produce green buildings through remodeling, renovation, and redevelopment of existing buildings or properties. Most extant studies focus on the cost analysis of green buildings and non-green buildings; however, there is a lack of evidence about the cost benefits in comparing new and retrofit projects. The objective of this study is to provide empirical evidence for the cost decomposition of new and retrofit projects and analyze the cost benefits between them. This study collects the data on energy use, building technology, and costs from 235 certified green homes in the United States and evaluates the cost benefits. Results show that the average cost of energy retrofit projects is $118.0/ft2 ($1,270.5/m2) in the 2021 U.S. dollar value, 30% less than new projects. The major element of the costs is land acquisition and development, which accounts for 35% of the retrofit costs and six times greater than new projects. When excluding the land costs, the average cost drops to 68.2/ft2 ($733.88/m2), 49% less than new projects. Retrofit projects use similar building technologies as new projects and produce larger energy savings. The findings demonstrate that the cost-benefit values generated by retrofit projects are 86% greater than new projects considering the land costs and 142% greater without considering the land costs. This study contributes to the cost management for complex building projects and energy policy for sustainable developments, suggesting a great potential of energy retrofit to overcome the barrier of high costs in promoting the green building movement as well as implications for public policies such as effective subsidy programs.

It is important for a team to have a clearly defined process for delivering the construction, as a part of an integrated process, and understand information flows between the activities within the process. A challenge to the successful implementation of an integrated construction process which involves many disciplines is to deliver a smooth information flow in the process with an emphasis of integrated attributes. To address this problem, this research is focused on the development of a process model for the construction phase of an energy retrofit building project. The process investigates construction activities at a building system level in an integrated fashion for the AER projects, which are beneficial to researchers and practitioners who are interested in studying the integrated construction process. The final process model contains key activities in the retrofit project construction process that can be implemented in the integrated approach. The model was developed and validated through literature analysis, interviews, and focus group discussions.The developed model is one phase of the Integrated Building Lifecycle Process Map (IBLPM), which is focused on the development of the activities that occur throughout the entire lifecycle process for delivering an energy retrofit project. The construction phase of the IBLPM can serve as a reference for project teams to collaboratively identify the key construction activities which are shown in a logical sequence and at a system level. Therefore, it allows people to clearly define the content of the construction process and help project team to make the right decision at the right time. In addition, the process model organizes the activities into an integrated construction framework, which will facilitate the collaboration of the various project participants.
