Book excerpt: This study examined the influence Pennsylvania State Standards had on supervision and professional development practices in three separate public schools in Southeastern Pennsylvania. A total of 763 questionnaires were distributed to administrators and teachers in three Southeastern Pennsylvania school districts. The primary source of information was gathered from 87 teachers and 15 administrators who completed the questionnaires. Nineteen randomly selected participants responded to interview questions to glean additional information that focused on standards' impact on schools, the difficulties encountered by the implementation of standards, and how standardized tests influence students, parents, teachers, and administrators. Another source of data was the Pennsylvania System of School Assessment (PSSA) class summary data from 1999, 2002, and 2005 in reading and mathematics.

Book excerpt: A qualitative research study was designed to examine the perceptions of elementary school principals regarding the Pennsylvania State Academic Standards. The study compared responses of fourteen volunteer elementary school principals from public schools in a particular county in Pennsylvania. The results were analyzed according to four research questions posed in the study, related to impact on teachers, students, principals, and instructional practices. Comparisons were conducted utilizing data gathered from the fifty-five statements on the survey as well as from interviews involving three of the participants in the survey completion group. The fourteen elementary school principals who participated in this study were in general agreement that elementary school principals would shoulder most of the impact and responsibility of improving student achievement towards attaining the students' benchmarks while recognizing that there would be a slight impact on teacahers. The study participants took a mostly neutral stance on the impact of standards as related to students and instructional practices in elementary schools. Understandings derived from this research provided a more comprehensive description of the perceived impact of the Pennsylvania State Academic Standards.

Book excerpt: In acknowledgement of research related to the deficits of traditional teacher evaluation systems, the Pennsylvania Department of Education developed the Educator Effectiveness System (EES) as a comprehensive multiple measures teacher evaluation system (MMTES) requiring building administrators to evaluate teachers using evidence-based observations and a variety of measures indicating teacher contributions to student achievement (Pennsylvania Department of Education, 2014). The purpose of this qualitative research study was to examine the perceptions of building level administrators related to the impact of the implementation of Pennsylvania's EES on their supervision and evaluation of teachers. Qualitative data in the form of survey responses and personal interviews were collected from participating building administrators throughout 15 public school districts in southcentral Pennsylvania to determine the impact of evidence-based observations, the impact of using SLO, PVAAS and SPP data as measures of teacher effectiveness, and the need for additional supports and professional development for administrators working within the EES. The analysis of the data collected during this study indicated building administrators believed Pennsylvania's EES has helped them become more overall effective supervisors and evaluators, mainly due to positive impacts of using evidence-based observation methods. Building administrators reported positive and negative impacts of the use of SLO, PVAAS, and SPP data as measures of teacher effectiveness. Additional time to complete tasks associated with the EES and training related to the use of student growth and achievement data were identified as needed supports.
