Book A Primer on Performance based Highway Program Management

Download or read book A Primer on Performance based Highway Program Management written by AASHTO Task Force on Performance Management and published by AASHTO. This book was released on 2008 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report follows an earlier AASHTO report for the National Surface Transportation Policy and Revenue Study Commission (the Commission) entitled State DOT Performance Management Programs: Select Examples, published in June 2007. It examined performance-based surface transportation program approaches currently being implemented at some of the state DOTs around the country. Building on that primer, this report describes the basic principles involved in applying performance measurement to the state budgeting and program delivery process, and profiles how 11 states have applied these principles to improve performance and accountability.

Book Performance based Highway Maintenance and Operations Management

Download or read book Performance based Highway Maintenance and Operations Management written by Michael J. Markow and published by Transportation Research Board. This book was released on 2012 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This synthesis examines current performance-based management practices that are applied by state departments of transportation (DOTs) in highway maintenance and operations (M&O). Past studies have focused on the elements that make up a performance-based M&O approach, such as condition ratings, levels of service, performance measures, and threshold values. This study focuses on how state DOTs actually use performance-based measures to manage their highway programs."--Preface.

Book Performance Based Planning and Programming Guidebook

Download or read book Performance Based Planning and Programming Guidebook written by Michael Michael Grant and published by CreateSpace. This book was released on 2015-06-06 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: ICF International and the U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), and Federal Transit Administration (FTA), along with experts from the transportation industry, collaborated to produce the Performance-Based Planning and Programming Guidebook. Over the past two decades, transportation agencies have increasingly applied performance management-a strategic approach that uses performance data to support decisions to help achieve desired performance outcomes. Performance-based planning and programming (PBPP) refers to the application of performance management within planning and programming processes of transportation agencies to achieve desired performance outcomes for the multimodal transportation system. This guidebook describes the PBPP process and provides examples of effective practices to help practitioners advance these approaches in their own planning and programming activities.

Book Accelerating Transportation Project and Program Delivery

Download or read book Accelerating Transportation Project and Program Delivery written by Dennis Keck and published by Transportation Research Board. This book was released on 2010 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: NCHRP Report 662 describes how selected transportation agencies have reduced the time required to complete the project delivery process. This process takes new or renewed transportation facilities and services from conception to completion, ready for users. Project delivery is a primary indicator of an agency's effectiveness. Individual highway and other transportation projects are developed under programs intended to implement agency and legislative initiatives and other public policy. The way programs are organized and managed can determine the speed and efficiency of project development. Accelerating program functions can speed up project delivery. This report describes the experiences of eight state departments of transportation (DOTs) that made improvements in their project delivery and the lessons to be learned from their experiences. The information will be useful to DOT managers seeking to ensure that their agencies' organization, policies, and program operations facilitate project delivery.

Book Creating an Effective Program to Advance Transportation System Management and Operations

Download or read book Creating an Effective Program to Advance Transportation System Management and Operations written by and published by . This book was released on 2012 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The purpose of this Primer is to raise awareness of the opportunities for improving the effectiveness of State and local Transportation System Management and Operations (TSM & O) activities. The Primer provides high-level guidance focused on key program, process, and organizational capabilities that are essential to the development of more effective TSM & O strategy applications. It is aimed at program and activity-level managers responsible for TSM & O related activities in State, regional, and local transportation agencies. Research shows that moving beyond a collection of ad hoc strategy applications to an effective TSM & O program is dependent on deliberate change management to improve agency capabilities in six specific dimensions. The "capability maturity" approach presented here identifies the key areas that impact program effectiveness: business processes, systems and technology, performance measurement, culture, organization and workforce, and collaboration. Creating an effective program to advance TSM & O guidance is structured for agency self evaluation -- so that agencies can identify their current areas of strength and weakness The Primer provides the following information: Descriptions of the six key dimensions of agency capability that support improved system operations and management effectiveness; Definitions of capability improvement levels that support increasing effectiveness in each of the six dimension; and Descriptions of the actions an agency can take to reach the next level of capability in each dimension, and illustrate its implementation through several examples. For more detailed information, a link is provided to the web-based American Association of State Highway and Transportation Officials (AASHTO) Guide to Systems Operations and Management Improvement. In addition, the FHWA is sponsoring State and regional workshops for agency management personnel to facilitate their use of the guidance on an as-requested basis"--Page 1."

Book National Performance Management Measures Assessing Pavement Condition for National Highway Performance Program Us Federal Highway Administration Regulation Fhwa 2018 Edition

Download or read book National Performance Management Measures Assessing Pavement Condition for National Highway Performance Program Us Federal Highway Administration Regulation Fhwa 2018 Edition written by The Law The Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-09-21 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: National Performance Management Measures - Assessing Pavement Condition for National Highway Performance Program (US Federal Highway Administration Regulation) (FHWA) (2018 Edition) The Law Library presents the complete text of the National Performance Management Measures - Assessing Pavement Condition for National Highway Performance Program (US Federal Highway Administration Regulation) (FHWA) (2018 Edition). Updated as of May 29, 2018 The purpose of this final rule is to establish measures for State departments of transportation (State DOT) to use to carry out the National Highway Performance Program (NHPP) and to assess the condition of the following: Pavements on the National Highway System (NHS) (excluding the Interstate System), bridges carrying the NHS which includes on- and off-ramps connected to the NHS, and pavements on the Interstate System. The NHPP is a core Federal-aid highway program that provides support for the condition and performance of the NHS and the construction of new facilities on the NHS. The NHPP also ensures that investments of Federal-aid funds in highway construction are directed to support progress toward the achievement of performance targets established in a State's asset management plan for the NHS. This final rule establishes regulations for the new performance aspects of the NHPP that address measures, targets, and reporting. The FHWA is in the process of creating a new public Web site to help communicate the national performance story. The Web site will likely include infographics, tables, charts, and descriptions of the performance data that State DOTs report to FHWA. The FHWA issues this final rule based on sec. 1203 of MAP-21, which identifies national transportation goals and requires the Secretary to promulgate rules to establish performance measures and standards in specified Federal-aid highway program areas. This book contains: - The complete text of the National Performance Management Measures - Assessing Pavement Condition for National Highway Performance Program (US Federal Highway Administration Regulation) (FHWA) (2018 Edition) - A table of contents with the page number of each section
