Book excerpt: The rise of corporate capitalism was a cultural revolution as well as an economic event, according to James Livingston. That revolution resides, he argues, in the fundamental reconstruction of selfhood, or subjectivity, that attends the advent of an 'age of surplus' under corporate auspices. From this standpoint, consumer culture represents a transition to a society in which identities as well as incomes are not necessarily derived from the possession of productive labor or property. From the same standpoint, pragmatism and literary naturalism become ways of accommodating the new forms of solidarity and subjectivity enabled by the emergence of corporate capitalism. So conceived, they become ways of articulating alternatives to modern, possessive individualism. Livingston argues accordingly that the flight from pragmatism led by Lewis Mumford was an attempt to refurbish a romantic version of modern, possessive individualism. This attempt still shapes our reading of pragmatism, Livingston claims, and will continue to do so until we understand that William James was not merely a well-meaning middleman between Charles Peirce and John Dewey and that James's pragmatism was both a working model of postmodern subjectivity and a novel critique of capitalism.

As a contribution to economic theory, the general equilibrium model utilized in the research introduces the concept of `capital management effort' as a third primary factor of production (in addition to labor and saving) provided by private households. Capital management effort represents such things as corporate supervision, investment analysis, entrepreneurship, and related activity by the household which is intended to increase the rate of return on its capital wealth. As a contribution to the evaluation of market socialism, this research sheds powerful illumination on the potential performance of a specific variant of market socialism known as `pragmatic market socialism'. Pragmatic market socialism is a plan of market socialism designed to work `almost exactly' like contemporary capitalism. The key differences would be the enforcement of a profit incentive on the publicly owned corporations by an agency designated the Bureau of Public Ownership, and the distribution of the preponderance of capital property return produced by the publicly owned corporations as a social dividend supplement to the household's wage and salary income. The analysis reported in this book shows precisely under what conditions pragmatic market socialism would perform better than capitalism, and under what conditions the opposite would be true. The fundamental implication forthcoming from the research is that the potential performance of pragmatic market socialism relative to capitalism is an empirical rather than a theoretical question.

The book has systematically examined the situation unique to middle income countries that are receiving and giving aid simultaneously. It sheds light on the endogenous elements embedded in the socio-economic conditions of emerging donors, as well as their learning process as aid recipients. This book examines not only the perspectives of recipients, but also those of donors: Japan in the case of China, and the USA and the World Bank in the case of Japan. By bringing in the donor’s perspective, we come to a holistic understanding of foreign aid as a product of interaction between the various agents involved. The book provides not only an in-depth case study of Japan from a historical perspective, but also stretches its scope to cover contemporary debates on "emerging donors," including China, India and Korea who have received substantial amount of aid from Japan in the past. This book connects the often separated discussion of Japanese aid and the way it developed in relation to outside forces. Yet Asia’s record of democratization has been much more uneven, despite the global correlation between development and democracy. Why have some Asian countries become more democratic as they have grown richer, while others—most notably China—haven’t? In From Development to Democracy, Dan Slater and Joseph Wong offer a sweeping and original answer to this crucial question. Slater and Wong demonstrate that Asia defies the conventional expectation that authoritarian regimes concede democratization only as a last resort, during times of weakness. Instead, Asian dictators have pursued democratic reforms as a proactive strategy to revitalize their power from a position of strength. Of central importance is whether authoritarians are confident of victory and stability. In Japan, South Korea, and Taiwan these factors fostered democracy through strength, while democratic experiments in Indonesia, Thailand, and Myanmar were less successful and more reversible. At the same time, resistance to democratic reforms has proven intractable in Singapore, Malaysia, Hong Kong, China, Vietnam, and Cambodia. Reconsidering China’s 1989 crackdown, Slater and Wong argue that it was the action of a regime too weak to concede, not too strong to fail, and they explain why China can allow democracy without inviting instability. The result is a comprehensive regional history that offers important new insights about when and how democratic transitions happen—and what the future of Asia might be.

Book excerpt: Adam Smith is commonly conceived as either an economist or a moral philosopher so his importance as a political thinker has been somewhat neglected and, at times, even denied. This book reveals the integrated, deeply political project that lies at the heart of Smith’s thought, showing both the breadth and novelty of Smith’s approach to political thought. A key argument running through the book is that attempts to locate Smith on the left-right spectrum (however that was interpreted in the eighteenth century) are mistaken: his position was ultimately dictated by his social scientific and economic thought rather than by ideology or principle. Through examining Smith’s political interests and positions, this book reveals that apparent tensions in Smith's thought are generally a function of his willingness to abandon, not only proto-liberal principles, but even the principles of his own social science when the achievement of good outcomes was at stake. Despite the common perception, negative liberty was not the be-all and end-all for Smith; rather, welfare was his main concern and he should therefore be understood as a thinker just as interested in what we would now call positive liberty. The book will uniquely show that Smith’s approach was basically coherent, not muddled, ad hoc, or ‘full of slips’; in other words, that it is a system unified by his social science and his practical desire to maximise welfare.
