Would to God that our own people had learned to prize our institutions as highly as did the foreigners whom our enemies so openly berated and despised It is a truth. Which time will make only more apparent, that the aristocra tic parties in Europe, at an early day, saw that the Repub lic of the West must be destroyed, or that the term of their tenure as hereditary rulers of theirvarious states, would be buta limited one. Our space precludes us from much more than referring 'to this subject, so full of food for sober thought, and replete with cause for anxcity to every lover of his coun try and of free institutions throughout the world. An additional set appeared the following day at an office where I frequently called. A third appeared in another quarter a day after wards. One set was in Russian and two in English. On 5 February I held all three sets. A possible explanation for their appearance at this time and their intent is given in Appendix 1. By themselves they were plausible, but not substantiated. Having first performed the obvious duty of analysing them for surface values and transmitting them and the analyses to Washington, I turned, therefore, to the task of further investigations. Book excerpt: This book develops a new approach to the analysis of civil-military relations by focusing on the effectiveness of the armed forces in fulfilling roles & missions, and on their efficiency in terms of cost. The approach is applied to the United States using official documents and interviews with policy-makers. In addition to analyzing the impact of defense reform initiatives over the past thirty years, the book includes the recent phenomenon of "contracting-out" security that has resulted in greater numbers of contractors in Iraq and Afghanistan than uniformed military personnel. While the book demonstrates that democratic civilian control of the military in the U.S. is not at issue, it reveals that there is little public control over Private Security Contractors due to a combination of the current restricted interpretation of what is an "inherently governmental function" and limited legal authority. This is despite the fact that PSCs have taken on roles and missions that were previously the responsibility of the uniformed military. Further, despite numerous efforts to redress the problem, current political and institutional barriers to reform are not likely to be overcome soon.
