Israel is the only nuclear-armed state that does not acknowledge its possession of the bomb, even though its existence is a common knowledge throughout the world. It only says that it will not be the first to introduce nuclear weapons to the Middle East. The bomb is Israel's collective ineffable the nation's last great taboo. This bargain has a name: in Hebrew, it is called amimut, or opacity. By adhering to the bargain, which was born in a secret deal between Richard Nixon and Golda Meir, Israel has created a code of nuclear conduct that encompasses both governmental policy and societal behavior. The bargain has deemphasized the salience of nuclear weapons, yet it is incompatible with the norms and values of a liberal democracy. It relies on secrecy, violates the public right to know, and undermines the norm of public accountability and oversight, among other offenses. It is also incompatible with emerging international nuclear norms. Author of the critically acclaimed Israel and the Bomb, Avner Cohen offers a bold and original study of this politically explosive subject. Along with a fair appraisal of the bargain's strategic merits, Cohen critiques its undemocratic flaws. Arguing that the bargain has become increasingly anachronistic, he calls for a reform in line with domestic democratic values as well as current international nuclear norms. Looking closely at nine cases in East Asia and the Middle East, Etel Solingen finds two distinct regional patterns. In East Asia, the norm since the late 1960s has been to forswear nuclear weapons, and North Korea, which makes no secret of its nuclear ambitions, is the anomaly. In the Middle East the opposite is the case, with Iran, Iraq, Israel, and Libya suspected of pursuing nuclear-weapons capabilities, with Egypt as the anomaly in recent decades. Identifying the domestic conditions underlying these divergent paths, Solingen argues that there are clear differences between states whose leaders advocate integration in the global economy and those that reject it. Among the former are countries like South Korea, Taiwan, and Japan, whose leaders have had stronger incentives to avoid the political, economic, and other costs of acquiring nuclear weapons. The latter, as in most cases in the Middle East, have had stronger incentives to exploit nuclear weapons as tools in nationalist platforms geared to helping their leaders survive in power. Solingen complements her bold argument with other logics explaining nuclear behavior, including security dilemmas, international norms and institutions, and the role of democracy and authoritarianism. Her account charts the most important frontier in understanding nuclear proliferation: grasping the relationship between internal and external political survival. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. Considerable progress has been made over the decades, but this has always required close US-Russian cooperation. At present, further progress is likely blocked by the return of Vladimir Putin to the Russian presidency and the toxic US-Russia relationship. The classic road toward nuclear disarmament appears to be closed for the foreseeable future, but there may be another route. In the last fifty years, well-conceived regional treaties have been developed in Latin America, the South Pacific, Africa, Southeast Asia, and Central Asia. These arrangements have developed for many and varied political and security reasons, but now virtually all of the Southern Hemisphere and important parts of the Northern Hemisphere are legally nuclear-weapon-free. These regional nuclear weapon disarmament treaties are formally respected by the five states recognized under the Non-Proliferation Treaty (NPT) as nuclear weapon states: the United States, the United Kingdom, Russia, France, and China--often referred to collectively as the P-5 states. Variations of these regional treaties might eventually be negotiated in the Middle East, Northeast Asia, and South Asia, setting aside the P-5 states until the very end of the process. With regional agreements in place around the globe, negotiation among the P-5 states would be all that stands between the world community and the banishment of nuclear weapons, verifiably and effectively worldwide. By the time this point is reached, Russia and the United States might be able to cooperate. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.
