Finally, we take the selection of building material suppliers as an example and use sensitivity analysis to show that the combination of the TOPSIS method based on entropy-AHP weights can effectively select the appropriate supplier.

Book excerpt: Effective supply chain design relies on robust analytical models and decision tools. Many such models and tools have been developed to address the supplier selection and order allocation (SSOA) problem, ranging from simple techniques such as weighted scoring models to more complex models that employ mathematical programming techniques. However, most of the traditional SSOA tools and models have failed to consider: (1) Comprehensive and a standardized set of metrics, to guide the decision making process, ranging from suppliers attributes to strategic advantages, across the entire purchasing items categories, and (2) Linking products sourcing attributes to organizations sourcing strategies and goals priorities, in a common framework. The above two issues are addressed by presenting a structured framework with two separate but dependent phases. The first phase relates product's sourcing characteristics to organizations sourcing strategy and goals, and adopt a common set of metrics (qualitative and quantitative) to evaluate the relative efficiency of the suppliers - defined in terms of how the suppliers strength and its association transforms to organizations strategic benefits and ultimately to customers satisfaction. This evaluation is done using analytic hierarchy process (AHP) models. In the second phase the SSOA decision is made using a preemptive goal programming (PGP) - a multi-criteria decision-making methodology - with AHP ratings as its coefficients. The goal priorities chosen are representative of the sourcing strategy formulated for three categories of purchasing items: Strategic and Bottleneck, Leverage, and Routine. Strategic and Bottleneck purchasing items are difficult to manage while Leverage purchasing items are high value. Routine purchasing items are neither difficult to manage nor have high value. The contribution of this study is threefold: (1) It provides a structured decision making approach in the form of a comprehensive framework comprising of interrelated analytical mathematical models to select suppliers and determine their order size for different category of purchasing items. (2) It provides illustrative numerical examples and demonstrates the applicability, compliance and effectiveness of the developed integrated decision making approach, including models robustness and optimality of the decisions to changing parameters (Budget) and priorities (goals). (3) It contributes to the literature in the area at the intersection of strategic sourcing and SSOA with a comprehensive decision approach, which may be of interest to the corporate world to come to grips with the complexities of strategic sourcing.

Book excerpt: Capturing uncertainty in multiple criteria decision analysis (MCDA) is not a new theme but a largely developing topic which is in close connection with uncertainty theories such as fuzzy set and grey systems theories. Due to growing complexity of construction processes mainly because of implementation of sustainability aspects it would be necessary to take advantage of a novel MCDA methodology as an efficient tool to handle the uncertainty in sustainable construction decision making. In this study, we utilise a novel neutrosophic modified best-worst method (NM-BWM) to deal with the uncertainty in decision making in the context of sustainable construction. The method is an integration of neutrosophic set theory (NST) and the modified best-worst method (M-BWM). The NST can provide insights on efficient uncertainty handling of decision makers (DMs) subjective judgements. The BWM is a MCDA method which utilises two vectors of pairwise comparisons (the best criterion to others and others to the worst criterion) to obtain the weights of evaluation criteria. Merits of the BWM include its capability in effectively remedying the inconsistency derived from pairwise comparisons as well as simplicity and less pairwise comparisons compared to other similar methods like analytic hierarchy process (AHP). We show the applicability of the method in a case study with focus on the implementation of sustainable construction.

Book excerpt: In recent years, the performance of the construction industry warns of its increased need for better resource efficiency, improved productivity, less waste and increased value through sustainable construction practices. Existing literature reveals that construction-related spending accounts for 13% of the world's Gross Domestic Product, but its annual productivity growth has increased by 1% over the past 20 years. The core concept of sustainable construction is to maximize value and minimize harm by achieving a balance between social, economic, technical, and environmental aspects, commonly known as the pillars of sustainability. The selection of structural material plays a vital role in building construction since it is the backbone of any structure. Also, the process of producing structural consumes massive amounts of nonrenewable natural resources. Reinforced concrete, structural steel, reinforced masonry, and timber represent the most commonly used structural materials. The decision of selecting the structural material for any construction project is traditionally made based mainly on technical and economic considerations with little or no attention paid to social and environmental aspects. Furthermore, the majority of the available literature on the subject considered a single sustainability aspect, not considering all four sustainability pillars together. When all pillars of sustainability are considered, the process of decision-making becomes more difficult and complicated due to the involvement of a large number of factors influencing the decision. Industry experts have also noted an unfulfilled need for a multi-criteria decision-making (MCDM) technique that can integrate all stakeholders' (project owner, designer and constructor) opinions into the selection process. Hence, this research developed a Decision Support System (DSS) involving MCDM techniques to aid in selecting the most sustainable structural material considering the four pillars of sustainability. A hybrid MCDM method combining AHP, decision matrix, TOPSIS and VIKOR in a Fuzzy environment is used to develop the DSS. Multiple sub-criteria were identified and evaluated through a literature review and expert opinions. A hypothetical 8-story building was considered for a case study to validate the developed DSS. Notable differences were found in the final ranking of the alternatives of each team due to the significant differences in weights assigned to each sub-criterion based on experts' preferences. The developed DSS is designed to be generic in nature, can be used by any group of industry practitioners and is expected to enhance objectivity and consistency of the decision-making process as a step towards achieving sustainable construction.

One of the approaches that can allow engineers to build structures more sustainable is the sustainable selection of materials. Therefore, this research develops a methodology for evaluation and selection of structural materials on a sustainability basis using a multi-criteria decision analysis. The methodology starts by identifying the sustainable criteria related to the structural materials over their total life cycle by developing a list of sustainable factors including their relevant indicators. It depends on a comprehensive literature review about sustainable materials in the construction industry. This criterion is utilized and applied to establish a Sustainable Scoring System (SSS), which is intended to be a reasonable way to assess the sustainability characteristics of the structural materials. This scoring system is designed to be integrated into a developed Multi-Attribute Decision Making (MADM) approach that utilizes the theories of decision-making to rank and select the structural materials based on the identified sustainability criteria over their total life. Analytical Hierarchy Process (AHP), Technique for Order Preference by Similarity to the Ideal Solution (TOPSIS), and Entropy theory are used to formalize this approach. Both the developed sustainable scoring system and multi-attribute decision making approach are used to structure a Sustainable Decision Support System (SDSS) that automates the selection methodology. It links the material's sustainability with the design of the structural element, defines it through the consideration of its total life, and provides the material's sustainable rank as well as its sustainability degree. The computer logic and user guide interface of the computer-based system is designed and implemented by Microsoft Visual Basic software. The system is tested and verified by executing forty-two applications to assess its reliability and consistency. •.
