Book excerpt: Three decades of conflict devastated Afghanistan's education systems and institutions. In 2002, an estimated 900,000 boys attended school, while women and girls were almost completely excluded from educational opportunities. Since then, the Afghan government, USAID, and international donors have worked closely to rebuild Afghanistan's education sector. The Ministry of Education, with support from USAID and other donors, has built more than 13,000 schools, recruited and trained more than 186,000 teachers, and increased net enrollment rates for school-aged children past 56 percent. Today, more than 8 million students are enrolled in school, including more than 2.5 million girls. In 2013, one million Afghan learners are enrolled in schools with USAID assistance, and over 5 million primary grade students benefitted from USAID assistance. This Fact Sheet highlights USAID's work in Afghanistan--specifically improvements made to basic education and support provided to higher education institutions.

The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

The aim of the study was to explore the relationship between conflict, higher education, and state building through an investigation of a country that is seeking to develop its higher education sector within a context of historical and contemporary conflict. To this end, during the course of this study I critically analysed higher education strategic planning, and interviewed a policymakers, consultants, donors, and Ministry of Higher Education officials, in order to better understand the policy purpose of Afghan higher education. This process led me to a 2-part thesis which I advance in this study: 1) When the institution of higher education has been disassembled through violent conflict, a dominant ideology can (re)assemble the institution with little contestation. 2) The manner in which higher education is (re)assembled has a mediating effect upon its institutional function within an ongoing state building project. Throughout the chapters below, I argue from a Critical Realist ontology that Afghanistan’s higher education strategic planning is anchored by a dominant ideology of neoliberalism, which orients the primary purpose of higher education towards economic growth (thesis part 1). Whilst important, I argue that the dominance of this orientation has limiting implications for higher education’s potential to positively contribute towards greater social cohesion and political sustainability (thesis part 2). In seeking to explain the dominance of neoliberalism within Afghanistan’s higher education strategic planning, I draw on a Gramscian notion of wars of manoeuvre and position to better understand the wide range of actors vying for influence within Afghanistan’s higher education sector.

It sees service delivery as playing a dual role in Afghanistan: promoting social cohesion and trust in public institutions, while laying the foundation for job creation and growth. Within the context of increased fragility that Afghanistan has been experiencing, the current report aims to provide an up-to-date analysis of the country's education sector, including the use of public expenditures spanning over the past six years. Supported by recent administrative and household data and using the information from a primary survey of off-budget funding, the report provides more insights on key aspects of the education system performance and provides recommendations for reforms along the themes of outcomes and expenditures.
