Book A New Approach to Conventional Arms Control in Europe

Download or read book A New Approach to Conventional Arms Control in Europe written by Samuel Charap and published by . This book was released on 2021-09-30 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over 30 years after the end of the Cold War, military tensions have returned to Europe. Both the North Atlantic Treaty Organization (NATO) and Russia are boosting their deployments in close proximity to one another and in multiple domains. At the same time, a host of new or dramatically improved conventional capabilities have been fielded, introducing a significant level of uncertainty into the security environment. Meanwhile, political and military-to-military relations are at a post-Cold War low, with communication as the exception, not the norm, and the structure of interaction created by arms control and confidence and security-building measures almost entirely collapsed. Through a combination of interviews, workshops, and structured analysis on the causes of potential conflict, the authors of this report outline new conventional arms control (CAC) measures to lower the risk of conflict in Europe. Although it once served as a cornerstone of European security, the current regional CAC regime is outdated and largely irrelevant to today's challenges. Rather than starting with the existing agreements, the authors begin with an investigation of the catalysts of possible conflict and build arms control policy options on that basis. How might specific changes in behavior, posture, presence, technology, or capabilities-and varying perceptions thereof-drive conflict? What capabilities or combination of capabilities are destabilizing, and why? And what CAC measures could be used to address these risks? The authors use the answers to these questions to suggest a menu of options for a new CAC regime that could address the regional security challenges of the 21st century.

Book Conventional Forces in Europe

Download or read book Conventional Forces in Europe written by Laurinda L. Rohn and published by . This book was released on 1990 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: The "balance (or imbalance) of conventional forces" is an expression of the degree to which the capabilities of the conventional military forces deployed by two sides are in some way equal. This balance is a central factor in determining the degree to which a given situation is stable. "Conventional stability" is a broader concept than balance; it also encompasses perceptions of the balance, differences in the nature of the operational tasks imposed on the forces of both sides, and other factors. Conventional stability rests on the degree to which both sides believe they could achieve their military objectives in wartime. The author suggests a new analytic framework relating measurements of military capabilities, balance assessment methodologies, and defense objectives to conventional stability. Application of the framework to the conventional balance in Europe suggests some tentative conclusions regarding the potential role of arms control in stabilizing the balance: the most productive use of arms control seems to be to decrease the offensive potential of the two sides' forces.

Book Arms Control and Europe

Download or read book Arms Control and Europe written by Polina Sinovets and published by Springer Nature. This book was released on 2022-08-08 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the recent changes in strategic stability, caused by the collapse of the international security architecture. Against the background of Russia's invasion of Ukraine, international experts discuss topics and critical issues such as the revanchist strategy of Russia and the readiness of the United States (US) and Europe to give an adequate response; the influence of new technologies in the future of nuclear deterrence; and the crumbling of the arms control and nonproliferation system under the new challenges. The book explains how the combination of these factors lead to a crucial change of strategic stability and the international security landscape, the first such change since the end of the Cold War. Divided into three parts, the book presents timely analyses on (1) US, Russia: New Challenges and Strategic Stability in Europe; (2) Extended Deterrence and Arms Control in Europe; and (3) Regional Dimensions of Strategic Stability in Europe. It further offers perspectives from and case studies on different countries, such as Ukraine, France, Germany, the United Kingdom, the USA, Turkey, Poland, and Romania. This book is a must-read for scholars for international relations, as well as policy-makers interested in a better understanding of the changing international security architecture, Russia's strategy, arms control, nonproliferation, and the future of nuclear deterrence.
