Five papers are presented that clarify the conservative stance on public education and describe specific measures that could replace liberal concepts and programs: (1) "The Demise of the Teaching Profession" (Annette Kirk and Russell Kirk); (2) "Public and Private Schools" (K. Alan Snyder); (3) "The Growth of the Federal Role in Education" (Eileen M. Gardner); (4) "Higher Education Today" (Philip F. Lawler); and (5) "The Courts and Education" (Thomas R. Ascik). In a summary of the ideas set forth in these papers, a new agenda for education is proposed. Among the recommendations made are: accrediting Master Teachers to foster quality teaching, restoring educational choice to parents through tuition tax credits, establishing English as the sole teaching language, and allowing parents to deduct tuition from their taxes. All contributors recommend the elimination of centralization of educational direction at the federal level where, it is maintained, it falls into the hands of special interest groups and loses its ability to adapt to the diverse schooling needs of local communities throughout the United States. While it is widely understood that there is a positive relationship between education and other dimensions of development, and populations around the world show a clear desire for more and better education, education remains an under-financed and under-prioritised sector within development. When education does make it onto the agenda, investment is usually diverted towards increasing access to formal schooling, without focusing on the intrinsic value of education as a tool for development within the international development community more broadly. The authors explore these tensions through a review of literature from a range of disciplines, providing a clearer picture of the relationship between education and other development sectors. The book challenges silo-thinking in the SDGs by exploring how achieving the SDG education targets can be expected to support or hinder progress towards other targets, and vice-versa. From Lyndon B. Johnson's signing of the carefully worded funding bill, the Elementary and Secondary Education Act of 1965 to George W. Bush's imposing but underfunded "No Child Left Behind" initiative, Washington's influence over America's schools has increased signficantly. At the same time, the states have developed more comprehensive, and often innovative education policies. A wide array of educational issues has appeared on the political agenda both nationally and at the state level. Manna argues that this is no accident: that national and state leaders have borrowed strength from each other-- strength in terms of both politically viable arguments and of such governmental capacity to act as financing, the existence of regulatory agencies, and professional capability--to develop and enact educational reforms. He shows how our nation's education agenda has taken shape through the interaction of policy entrepreneurs at national and state levels in our federal system of government. At the same time, many real problems—from the high dropout rate to inefficient faculty staffing—have received far too little attention. In response, William G. Bowen and Michael S. McPherson provide a frank assessment of the biggest challenges confronting higher education and propose a bold agenda for reengineering essential elements of the system to meet them. The result promises to help shape the debate about higher education for years to come. Lesson Plan shows that, for all of its accomplishments, higher education today is falling short when it comes to vital national needs. Too many undergraduates are dropping out or taking too long to graduate; minorities and the poor fare worse than their peers, reinforcing inequality; and college is unaffordable for too many. But these problems could be greatly reduced by making significant changes, including targeting federal and state funding more efficiently; allocating less money for "merit aid" and more to match financial need; creating a respected “teaching corps” that would include nontenure faculty; improving basic courses in fields such as math by combining adaptive learning and face-to-face teaching; strengthening leadership; and encouraging more risk taking. It won't be easy for faculty, administrators, trustees, and legislators to make such sweeping changes, but only by doing so will they make it possible for our colleges and universities to meet the nation’s demands tomorrow and into the future.
