FALLIGANT. Like the unharmed veterans of a desperate conflict, the survivors of a plague, such as that which visited our fair city, should first give thanks to Almighty God for their preservation through such a prolonged and fatal scourge, and then furnish the world the benefit of their experience, wherefrom to glean lessons of prudence by which to ameliorate future dangers and future sufferings. The original purpose of this sewerage was to drain off the water from the streets and bath-rooms attached to private residences. The soil of the city is of a porous, sandy nature, readily absorbing fluids; and these sewers, intended, as I before stated, for surface drainage especially, were constructed at a depth above the natural percolative waterlevel of the adjacent and subjacent soil, so that much of the fluids passing along them.
