Lawrence Dodd challenges this widely held belief and offers in its place a revisionist interpretation based on contemporary game theory. He argues for a fundamental alteration in existing conceptions of the relationship between party systems and parliamentary government. The author notes that cabinet durability depends on the coalitional status of the party or parties that form the cabinet. This status is created by the fractionalization, instability, and polarization that characterize the parliamentary party system. Cabinets of minimum winning status are likely to endure; as they depart from minimum winning status, their durability should decrease. Hypotheses derived from the author's theory arc examined against the experience of seventeen Western nations from 1918 to 1974. Making extensive use of quantitative analysis, the author compares behavioral patterns in multiparty and majority party parliaments, contrasts interwar and postwar parliaments, and examines the consistency of key behavioral patterns according to country. He concludes that a key to durable government is the minimum winning status of the cabinet, which may be attained in multiparty or majority party parliaments. Originally published in 1976. Book excerpt: The triumphant rise of Louis Napoleon Bonaparte over his Republican opponents has been the central theme of most narrative accounts of mid-nineteenth-century France, while resistance to the coup d'état generally has been neglected. By placing the insurrection of December 1851 in a broad perspective of socioeconomic and political development, Ted Margadant displays its full significance as a turning point in modern French history. He argues that, as the first expression of a new form of political participation on the part of the peasants, resistance to the coup was of greater importance than previously supposed. Furthermore, it provides and appropriate testing ground for more general theories of peasant movements and popular revolts. Using manuscript materials in French national and departmental archives that cover all the major areas of revolt, the author examines the insurrection in depth on a national scale. After a brief discussion of the main characteristics of the insurrection, he analyzes its economic and social foundations; the dialectic of repression and conspiracy that fostered the political crisis; and the armed mobilizations, violence, and massive arrests that exploded as the result. A final chapter considers the implications of the insurrection for larger issues in the social and political history of modern France.

A Peddler’s Tale personifies these events in the story of Jean Giraud, a Protestant merchant-peddler, and his various communities. Drawing on Giraud’s account book; municipal, parish, and consistory records; and death inventories, Kristine Wirts ably reconstructs Giraud’s familial, commercial, and religious circles. She provides a detailed description of the persecution of Giraud and his fellow church members in La Grave, France, as well as their flight across the Alps to Vevey, Switzerland. The town’s residents did not welcome all refugees equally, often expelling Huguenots without social connections or financial resources. Those allowed to stay worked diligently to reestablish their lives and fortunes. Once settled in Vevey, Giraud and his extended family supported themselves by moneylending and peddling books, watch parts, and lace products. In contrast to past studies on the Huguenot diaspora that often depicted those fleeing France in heroic terms, A Peddler’s Tale exposes the harsh economic realities many exiles faced, as well as the importance of social relationships and the necessity of having financial means to secure passage and sanctuary. Wirts contends that Huguenotrefugees who succeeded in obtaining permanent residency in Vevey shared one important element: many derived their livelihood from the burgeoning economic ties and social bonds that emerged with the rise of capitalist markets. A compelling microhistory, A Peddler’s Tale ultimately illustrates the role and power of informal networks in sustaining and fostering early modern communities.
