Book excerpt: The Government Accounting Standards Board (GASB) requires transportation agencies to report the values of their tangible assets. The shortcomings of traditional valuation methods include the implicit monolithic assumption of asset structures and the parochial range of value-related asset attributes considered in the evaluation process. Thus, this research developed enhanced methods and concepts for valuation. The elemental decomposition and multi-criteria (EDMC) method uses asset component costs, remaining service lives and condition. The replacement-downtime-salvage method considers life-cycle costs, including workzone user costs, and recycling benefits or disposal costs. The decommission-and-reuse method is based on the real-estate value of land occupied by the asset. The probabilistic method considers the asset value as a function of its survival likelihood. This study determined the total value of Indiana's state highway assets using traditional and proposed methods and new considerations. For the proposed EDMC method, this estimate was $45 billion. The value of pavements and bridges were $37.38B and $3.40B, respectively, together constituting 90% of total asset value. The total value of smaller assets (guardrails, underdrains, culverts, and road signs) was approximately $1.2B, and rights-of-way, $2.840B, constituting approximately 3% and 7%, respectively of the total asset value. On the basis of the unit asset values derived for Indiana, the existing asset inventory of other states, and the state-specific cost factors, the total estimated value of state-owned and overall highway bridge and pavement assets in the United States was estimated at $3.4T and $16.2T, respectively, using EDMC, and $2.9T and 13.8T, respectively, using GASB 34. The study also explored ways in which asset value could be incorporated in investment evaluation.

Management of the performance of this asset through timely rehabilitation and/or maintenance is well understood, however, less is known about how to manage the value within the context of public-private partnerships or other delivery models. Asset valuation holds great promise as a readily understood (to the public and private sector) performance measure and, as an asset management integration mechanism for trade-off analysis between competing components (pavement, bridges etc.). However, there is no framework available to guide engineers in the selection of which valuation method to use for which asset category. Using the City of Edmonton pavement database as a case, the network asset valuation is calculated for five valuation methods to gain an understanding of the variation between methods and, as such, the impact of selecting one approach over another. Book excerpt: Maintaining the infrastructure of roads, highways, and bridges is paramount to ensuring that these assets will remain safe and reliable in the future. If maintenance costs remain the same or continue to escalate, and additional funding is not made available, the highway agency may need to reduce new construction or cut back on maintenance, or both. There is a close relationship between the cost of optimally scheduled preventive maintenance versus the cost of emergency maintenance or replacement. The study develops a systemic risk-based asset management methodology to manage the maintenance of highway infrastructure systems. The decisionmaking methodology is used to harmonize and coordinate the actions of the different units and levels in a hierarchical organization. The systemic methodology enables the filtering and assessment of assets for maintenance while addressing the potential for extreme events. The methodology balances the costs, benefits, and risks of maintenance and inspection policies as applied to various types of assets. Three objective functions are used in evaluating options and strategies: minimizing short-term cost, minimizing long-term cost, and maximizing the remaining service life of highway assets. A constraint function harmonizes the remaining service life across assets to eliminate infeasible options. The methodology is generally applicable to the asset management of large-scale dynamic systems that exhibit similar characteristics as highway systems.

Given that P3s are evolving and changing, it contains the most up to date information and review of relevant sources. Other topics that have become more important are reviewed, including the value of benefit cost analysis and the appropriate discount rate to use for value for money analysis. Practices and policies are discussed throughout, highlighting efforts that could lead to successful outcomes. Although transparency is an issue discussed by many, this research indicates that greater transparency would lead to more publicly accepted P3s and ensure greater success. Given recent national news coverage of relevant topics, such as the Highway Trust Fund “running out of money," President Obama’s call for an infrastructure fund, and increasing Congressional interest and testimony, the content of this book is timely. A concurrent theme commonly addressed by other books and commentaries is the complexity of the topic and the lack of understanding of P3s. This research identifies practices and procedures that are innovative and “cutting edge.” Many of the best practices identified are not uniformly adopted by all officials wishing to create P3s. The analysis does not simply describe these practices, but provides insights into the potential advantages of adoption. Experiences in the United States as well as selected international efforts provide a wide range of potential sources from which to draw upon. This book provides a series of case studies and examples, including one chapter devoted to ten studies that were written by several internationally known authors. References to actual experiences are found throughout almost all of the chapters. These case studies reinforce and illustrate relevant points made throughout.
