Book excerpt: This open access Pivot book is a comparative study of six early colonial public libraries in nineteenth-century Australia, South Africa, and Southeast Asia. Drawing on networked conceptualisations of empire, transnational frameworks, and ‘new imperial history’ paradigms that privilege imbricated colonial and metropolitan ‘intercultures’, it looks at the neglected role of public libraries in shaping a programme of Anglophone civic education, scientific knowledge creation, and modernisation in the British southern hemisphere. The book’s six chapters analyse institutional models and precedents, reading publics and types, book holdings and catalogues, and regional scientific networks in order to demonstrate the significance of these libraries for the construction of colonial identity, citizenship, and national self-government as well as charting their influence in shaping perceptions of social class, gender, and race. Using primary source material from the recently completed ‘Book Catalogues of the Colonial Southern Hemisphere’ digital archive, the book argues that public libraries played a formative role in colonial public discourse, contributing to broader debates on imperial citizenship and nation-statehood across different geographic, cultural, and linguistic borders.

The study look first at the effects of the enrollment explosion on teaching, examination performance, physical facilities, institutional management, financing and the quality of student life. It then documents ways in which selected institutions are coping with the challenges.

Book excerpt: Many critics of free-market liberalism argue that higher product-market competition and the "Anglo-Saxon" management practices it stimulates increases productivity only at the expense of employees' work-life balance (WLB). The empirical basis of these claims is unclear. To address this issue we use an innovative survey tool to collect the first international data on management practices and work-life balance practices, surveying 732 medium sized manufacturing firms in the US, France, Germany and the UK. We find that WLB outcomes are significantly associated with better management, so that well run firms are both more productive and better for their employees. After controlling for management practices, however, we find no additional relationship between WLB and productivity. WLB practices are also not reduced by tougher competition, suggesting no deleterious effect of competition on employees' working environment. Finally, looking at multinationals we find that US subsidiaries in Europe adopt the superior management practices of their US parent firms but the local WLB practices of their European competitors.

The performance of all these enterprises looks set to become a much more critical issue than it has been in the past. The editors have gathered in this volume, chapters reflecting the fact that third sector organizations are not the same as conventional businesses and are also subtly different from the public sector. There is currently a dearth of knowledge and a lack of research into issues around performance in the Third Sector or Civil Society. This book begins to fill a void in the knowledge base. The internationally sourced contributions represent a balanced offering of academic research findings and practitioner accounts from the Third Sector, together with a section devoted specifically to third sector finance institutions. Book excerpt: This Review sets out to propose a structure for the funding arrangements for the whole spectrum of health research, with the objective of obtaining the maximum benefit from research success and, where possible, eliminating duplication of effort. The Review found, however, that the UK is at risk of failing to reap the full economic, health and social benefits that the UK's public investment in health research should generate. There is no overarching UK health research strategy to ensure UK health priorities are considered through all types of research and there are two key gaps in the translation of health research: (i) translating ideas from basic and clinical research into the development of new products and approaches to treatment of disease and illness; (ii) implementing those new products and approaches into clinical practice.The Review also found that the wider funding arrangements for supporting translation of ideas from conception to practice could be more coherent or comprehensive and, where arrangements exist, they do not function well. The Review identified cultural, institutional and financial barriers to translating research into practice in the publicly funded research arena. But it also found that, in the private sector, the pharmaceuticals industry is facing increasing challenges in translating research into health and economic benefit. The Review has sought to make recommendations that will increase the translation of R&D into health and economic benefit for the UK, both in the public and private sectors. The Review recommends that the Government should seek to achieve better coordination of health research and more coherent funding arrangements to support translation by establishing an Office for Strategic Coordination of Health Research (OSCHR).
