First, there is a new awareness of cross-border development issues on the level of the federal state of Bavaria. This is particularly related to the border between Bavaria and the Czech Republic, which is so historically and politically complex that it has long been difficult to address on the Prague-Munich diplomatic level. Tangible developments have recently been seen here on the middle level. At the same time the start of the macro-regional strategy EUSALP has led to increased discussion of spatial development instruments in the Alpine region. Second, the significance of borders was placed on the political agenda with unexpected force by the flows of refugees that largely began in 2015. After many years of widespread talk of a borderlessEurope, debates about refugee policies and border controls have made clear that the internal European borders still have considerable political significance. In Bavaria this mainly affects its border region with Austria. Third, a new impetus in cross-border cooperation on the European level can be identified: in recent years the focus was on activities in the immediate border area based on INTERREG-A and Euroregions. These remain important, but there is also a new impetus on the higher level, where macro-regions and numerous bilateral and multilateral forms of cooperation are creating new constellations. In Bavaria this can be seen particularly in the relatively new European Region of Danube-Vltava and through involvement in the Danube and Alpine macro-regions.

Over its length of more than 2500 km, it connects the seaports of northern Germany with the Danube ports and Greek seaports. Seven capitals of EU member states are directly interlinked by the Corridor. At present however, it has genuine shortcomings in several aspects. The international working group Spatial and Transport Development in European Corridors: Example Corridor 22, Hamburg-Athens (2015-2018) trace the conditions for large scale, corridor oriented spatial and transport development in Europe and in particular along the Orient-East-Med Corridor. The contributions in the anthology also focus on the importance of transnational initiatives in Europe and on territorial effects of transport policies. These topics are illustrated by analyses of current transport initiatives and urban developments at the most important nodes along the Corridor, so called Hot-Spots. During the work process, the authors asked themselves, if and how a strategy for the Corridor can take effect for an integrated spatial and transport development between Hamburg and Athens. The common answer is clear: A strategy for the Orient-East-Med Corridor allows the organization of a more balanced flow of goods throughout Europe in the long run. In the southeast section, enormous land reserves in the close vicinity of railway stations can be activated for urban development. Strengthening the Corridors infrastructure thus has a huge potential to trigger spatial development and ultimately contribute to territorial and social cohesion throughout Europe.

Using the illustrative example of European Union water governance and its path toward embracing adaptive management, this book emphasises the legal significance of properly understanding the manner in which scientific knowledge of the environment is produced. Though always pivotal, rigorously apprehending science is especially crucial when dealing with the management of complex ecosystems as the ‘normative’ is created gradually before law begins to examine the ‘facts’ of the matter. After examining the roots of adaptive management, this book argues that the legal needs to understand itself as an integral part of the process of the socio-ecological management of complex systems and not merely an external umpire resolving disputes. As a whole, the book offers new insights into the EU regulator’s approaches to scientific realities, making it an interesting read not only to academics and legal scholars but also to regulators striving to deepen their understanding or pondering which approach to adopt in the face of new regulatory challenges, and to scientists interested in the science and law aspects of their work.
