You are under a mistake in supposing that my plan would compel the Bank of England to issue bank notes to any man depositing the requisite amount of Government stock and gold. This, unless the Bank had the benefit of the interest upon the notes, would be to place the Bank in the same ridiculous position in which they are now placed by the Act of 1844, which permits them to fill up the vacancy arising from country banks having ceased to issue, --allowing them to issue more promises to pay gold, when gold is being drained from them, --to run the risk while the profit is to go to the Government. On the other hand, were the Bank to have the benefit of the interest, they would be glad to get--while the capitalist would be sorry to give them--such a business. My plan allows any person to issue his own notes, on de positing two-thirds of the amount in government stocks in a general issue department, and certifying weekly, under penalties, that he holds one-third of the amount in gold, or Bank of England notes. You call for further explanation of my meaning of free trade in a sound currency, in opposition to what I call a restricted currency; for, as you say, in point of fact, any paper currency must be restricted that professes to be convertible."
