Because fisheries have a direct impact on the ecosystem, which is also impacted by other human activities, they need to be managed in an ecosystem context. The meaning of the terms "ecosystem management", "ecosystem-based management", "ecosystem approach to fisheries" (EAF), etc., are still not universally defined and progressively evolving. The justification of EAF is evident in the characteristics of an exploited ecosystem and the impacts resulting from fisheries and other activities. The rich set of international agreements of relevance to EAF contains a large number of principles and conceptual objectives. Both provide a fundamental guidance and a significant challenge for the implementation of EAF. The available international instruments also provide the institutional foundations for EAF. The FAO Code of Conduct for Responsible Fisheries is particularly important in this respect and contains provisions for practically all aspects of the approach. One major difficulty in defining EAF lies precisely in turning the available concepts and principles into operational objectives from which an EAF management plan would more easily be developed. The paper discusses these together with the types of action needed to achieve them. Experience in EAF implementation is still limited but some issues are already apparent,e.g. in added complexity, insufficient capacity, slow implementation, need for a pragmatic approach, etc. It is argued, in conclusion, that the future of EAF and fisheries depends on the way in which the two fundamental concepts of fisheries management and ecosystem management, and their respective stakeholders, will join efforts or collide.

Demonstrating that EBFM is in fact feasible will have widespread impact, both in US and international waters. Using case studies, underlying philosophies and analytical approaches, this book brings together a range of interdisciplinary topics surrounding EBFM and considers these simultaneously, with an aim to provide tools for successful implementation and to further the debate on EBFM, ultimately hoping to foster enhanced living marine resource management.

The contributions contained in this volume are at the cutting edge of Sustainability Science and the results presented by the contributors are pertinent to one of the core questions: "How are long-term trends in environment and development, including consumption and population, reshaping nature-society interactions in ways relevant to sustainability?" (Science Vol. 292, 27 April 2001). The case studies demonstrate the utility of an ecosystem-based approach to the assessment and management of biomass yields and species sustainability.Movements toward ecosystem-based management have emerged from the case studies on the initiation of recoveries of several depleted groundfish stocks of the US Northeast Shelf LME; the collapse of the Newfoundland-Labrador Shelf cod; the assessment of physical and biological changes on the Scotian Shelf, West Greenland Shelf, Iceland Shelf LME, and the Faroe Plateau, the North Sea, and the Barents Sea LMEs. Uncertainties, with regard to environmental and human-generated forcing, are addressed in assessment of the states of the Iberian Coastal and Biscay-Celtic LMEs, and in broad-scale studies of the influences at the base of the food chain of climatic variability on the productivity and biodiversity of plankton communities of the North Atlantic. The volume concludes with an insightful perspective on the approaches used and the results reported by the eminent marine scientist and former President of ICES, Professor Gotthilf Hempel.

It provides a wide range of essential goods and services, including food, regulation of climate and nutrient cycling, as well as a setting for transport, recreation and tourism. This environment is however extremely complex and very sensitive to development pressures and other forms of human influence. Planning and management of the sea are similarly complicated, reflecting intricate legal, institutional and ownerships patterns. This creates a situation where marine ecosystems are vulnerable to over-exploitation or neglect. The Ecosystem Approach to Marine Planning and Management describes how growing concern about the state of our seas is resulting in the development of new approaches to marine planning and management. For example, the United Nations Environment Programme has called for the widespread introduction of Marine Spatial Planning (MSP), and the European Union has recently been consulting on a new European Maritime Policy designed to stimulate economic growth but at the same time protect the resource base. Within the United Kingdom, the 2010 Marine Act draws upon the experience of town and country planning and brings into being a new system of Marine Spatial Planning. The authors show that a common feature of all these developments is an appreciation that more integrated forms of planning and management are required for our seas and that new arrangements must draw together understanding from natural science, social science and many other perspectives. Adopting such a trans-disciplinary and holistic (or 'ecosystems') approach, the book distils the expertise of these different disciplines and seeks to promote a broader understanding of the origins and practicalities of new approaches to marine planning and management.
