The reception given to that volume has justified the important features of the original plan. I had accepted, almost as an axiom, the fact that "history cannot be written upon one scale or for one purpose only; that the needs of the public are very different from those of the professed student." I felt sure that the general public would approve an avoidance of "abysmal notes, overladen with trivial details, and told with such portentous long-windedness that only professional students, examinees, schoolmasters and their pupils really master them." I had been influenced by Frederic Harrison's statement that "our analytic and microbic Research immensely overshadows our co-ordinating activity." I thought that it was possible to write so that what was written would be actually read and easily understood and still to avoid falling into the quicksands of blunders, partisanship, and curious delusions. With such beliefs, and with a strong desire to be clear and fair and accurate, this second volume, like the first, has been written. I hope that they who read it will find that I have not failed. The tendencies of the period covered by this volume seem to me to afford a good example of the unity of our colonial history which compels its study by what Mr. Sloane well describes as "transverse sections rather than by longitudinal fibers." The French and Indian war had given English colonists a military training and made them conscious of their strength. In the glory of the final triumph they had a pride not less than that of Englishmen across the sea. But the issue of that war had cleared away the menace of traditional enemies at the door and made possible a close and quick consideration of economic and political grievances that had been ill-borne at best and that were now extended and intensified by new conditions born of the supreme struggle of insular and continental England. The next issue was to be one of constitutional government, an issue that was pivoted on the question of how far English laws were binding on those who had no share in making them. To the consideration of this question, as solved in the dozen years that filled the gap between the peace of Paris and the declaration of American independence, this volume is devoted. My obligation to Dr. Paul L. Haworth, as acknowledged in the preface to my fourth volume, has been enlarged by his assistance in the preparation of the fifth. I am also deeply indebted to Professor William MacDonald of Brown University for valuable help. This was the beginning of the system of repartimientos, by which every colonist, even the vilest, was given absolute power over as many Indians as his means and rank demanded. The system brought unutterable misery upon the natives, and blacked the memory of its author. In his letters to the monarchs, Columbus explained the compulsion upon which he had made terms with the rebels and asked that they be brought to trial. There were minor difficulties to be overcome but, by August, 1500, the viceroy felt that peace had been restored. The cloud that had long been gathering was now about to break. Da Gama's opening of the African route to India naturally prompted another Portuguese expedition and, in March, 1500, Cabral sailed with three ships for Calicut. He took a course further westward than that of Da Gama and, on or about the twenty-second of April, "stumbled upon Brazil and preempted the share of Portugal in the New World." Cabral sent back a caravel with the news, and continued his journey to India. Wholly independent of the efforts and ideas of Columbus, he had found America. Before the end of July, King Emanuel notified Ferdinand and Isabella of Cabral's discovery. Probably, the prospect of complications on the western side of the line of demarcation made more evident the importance of promptly putting the affairs of Haiti in better condition, and reinforced the desire of Ferdinand to curtail and, if possible, to withdraw the concessions granted to Columbus. There had been mismanagement, nepotism, arrogance, and cupidity, and it is not much cause for wonder that Isabella yielded to the persuasion of Ferdinand and the plausible representations of Fonseca.
