Book excerpt: Excerpt from A History of Industry This book is the result of several years' experience in teaching industrial history in the Julia Richman High School of New York City. As there was no textbook which seemed to me to meet the requirements of the subject, I worked out an outline and a bibliography and taught the subject by the library* method. After the outline was published and other teachers attempted to use it, most of them seemed to feel that a textbook was necessary to the success of their work. A desire to make possible a more extensive teaching of the subject led to the creation of this book. The length of time given to industrial history in the Julia Richman High School has varied from year to year. At first the subject was dealt with somewhat inadequately - in five periods a week for twenty weeks.' It has since been allowed either four or five periods a week for forty weeks. If industrial history* is preceded by commercial and industrial geography and followed by economics, it may be covered satisfactorily in less time than where all the training in one or both of these subjects must be introduced into the industrial history. This book is intended to furnish material for a five-period course running through the entire year The history of industry presents economic laws in action. To obtain the greatest possible educational value from such a course it should be followed by a short course in economics, with special application to the problems of the day. I believe that if economic laws are seen first historically and then in their present-day application by the young people of this country, there need be little fear that the United States will not fulfill the high destiny in world affairs to which events are calling her. With the best of intentions toward our responsibilities, shallow thinking on economic problems may yet ruin us. Here, as in Europe, the growth has been accompanied by the use of machinery, by specialization, division of labor, concentration, growing complexity of organization, and, finally, by an increasing degree of public control. This text follows a topical rather than a chronological method of treatment. Nevertheless, allowing for an inevitable overlapping of events, it seems possible to distinguish four major periods of development, roughly divided as follows: (1) the colonial period of simple domestic economy and of dependence upon foreign trade, extending from the beginnings of permanent settlements to 1763; (2) the period of transition from colonial to national economic life, 1763 to about 1825; (3) the period of national consolidation and isolation, 1825 to 1860; and (4) a period of readjustment, marked by combination and organization growing out of severe competition, by public regulation of industry, and by all the new problems resulting from the closing of the frontier. The text emphasizes three principal ideas, foremost among which is the effect upon a people of centuries of a constantly moving frontier. It is difficult to estimate the influence of the fact that since the beginnings of American history every day has been "moving day" for large numbers of the people. They went into the West, crude, untamed, unshackled by tradition, out of touch with the old home culture, and often out of the reach of regularly established law. Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? The materials on which it is based were collected when I was on the staff first of the University of Sheffield, then of the University of Birmingham; but most of the actual writing has been done in Manchester. A generation ago writers on modern economic history found their principal quarry in blue-books, Parliamentary Journals, and other Government records. Hence arose not only an over-estimate of the part played by the State in economic development, but also, perhaps, an unduly gloomy View of former industrial society; for it -is the Pathology, rather than the Physiology, of social life that forms the subject of commissions of enquiry, of Home Office reports, and of parliamentary debates. Within the last few years a small group of scholars has attempted to re-write the economic history of the eighteenth and early nineteenth centuries, using as a basis the surviving records of business undertakings. The University of Manchester already possesses the complete documents of four such concerns, and it is hoped that proprietors of long-established businesses will add to the collection. By so doing they will help to a truer View of the past, and therefore to a clearer understanding of the present. They need have no misgivings Concerning publicity. Houses that have stood the test of a century were not built, shamefully, on sand their foundations will bear scrutiny.
