Book excerpt: A Sacred Duty sets out the Kingdom's policy toward the global issue of migrants and refugees, with special emphasis directed toward Muslim societies. Discussion focuses on refugee communities currently living in Saudi Arabia, some of which migrated due to war, forced displacement, environmental catastrophe, and economic hardship. Some migrants have come from bordering countries such as Iraq and Yemen; others reached the Arabian Peninsula from Africa and Asia. All have been welcomed and cared for, though settlement conditions, repatriation and deportation circumstances were not always ideal. Inevitably, and mirroring experience elsewhere in the world, there are undeniable gulfs between policies and practices. Policy shortcomings are measured against the substantive assistance planks that Riyadh espouses, including providing financial aid to refugees in third countries, over and above United Nations appeals. These acts are done without prejudice and mostly without publicity. Aid to the needy is justified by religious obligations, as well as on humanitarian grounds. Saudi Arabia's aid contributions have generally been either overlooked or dismissed, and the religious foundations of their commitment to displaced populations has been negatively contrasted against human-rights based commitments espoused by Western states and institutions. Sa'udi Policies Towards Migrants and Refugees addresses these concerns, filling a key gap in the literature on a vital policy topic. The book refutes notions that the country discourages open research on sensitive topics and further dispels the prejudiced idea of a society closed to any kind of external influence. Saudi Arabia's granting of hospitality to refugees reinforces historic, tribal and universal norms in contrast to misplaced notions of hostility toward Western standards, which in the case of migrants and refugees has seen the application of confused and alarming standards of behaviour by a plethora of Western states. Current research has focused on human rights issues related to inward investment in land but has been ignorant of water resource issues and the challenges of managing scarce water. This handbook will be the first to address inward investment in land and its impact on water resources in Africa. The geographical scope of this book will be the African continent, where land has attracted the attention of risk-taking investors because much land is under-utilised marginalized land, with associated water resources and rapidly growing domestic food markets. The successful implementation of investment strategies in African agriculture could determine the future of more than one billion people. An important factor to note is that Sub-Saharan Africa will, of all the continents, be hit hardest by climate change, population growth and food insecurity. Sensible investment in agriculture is therefore needed, however, at what costs and at whose expense? The book will also address the livelihoods theme and provide a holistic analysis of land and water grabbing in Sub-Saharan Africa. Four other themes will addressed: politics, economics, environment and the history of land investments in Sub-Saharan Africa. The editors have involved a highly diverse group of around 25 expert researchers, who will review the pro and anti-investment arguments, geopolitics, the role of capitalist investors, the environmental contexts and the political implications of, and reasons for, leasing millions of hectares in Sub-Saharan Africa. Making use of history, philosophy, psychology and his first-hand observations as a prisoner of conscience in the infamous Jail Ogaden, the author sheds light both on the systematic human rights abuses by Abdi iley's officials and paramilitary 'Liyu' or special police and the broad political context, which enabled it. Equal part historical account, political account, political analysis and human rights reporting, the book offers crucial testimony of the Abdi iley period. A powerful tribute to the victims of state sponsored violence, the Covert Genocide is a reminder that accountability for the many injustices committed continues to be wanting. Some readers will be tempted to discard or downplay the findings of this book as essentially a Somali problem. Nothing could be further from the truth. Ethiopia' former EPRDF government not only tolerated, but enabled the many atrocities against civilians that took place as part of the governments' counterinsurgency. The ongoing impunity of former and current officials and security forces-including parts of the ONLF-continues to be a major obstacle for reconciliation and healing not only in Somali region, but in Ethiopia altogether. Recent atrocities by warring parties in the Tigray conflict are a spark reminder that Ethiopia has so far failed to address or learn from its recent past. The Covert Genocide is a stark reminder that as long as political elites refuse to acknowledge these past injustices and their victims, they are likely to repeat themselves in the future.
