Book excerpt: This monograph, based on newly declassified sources from Western and Russian archives as well as on communist texts about international law and neutrality, is the first English-language account of Soviet policy towards neutral yet capitalist Austria during the Cold War. In order to make neutrality a model for the West, the Kremlin presented the unique Soviet-Austrian relationship as a good example of peaceful coexistence and a showcase for the benefits a Western state might reap by declaring neutrality. This honor, however, had strings attached: The communist doctrine of neutrality contained obligations that were expected to make it possible to exploit neutral states as instruments of Soviet policy and bring them nearer the socialist bloc. While Austrian leaders were careful to avoid these pitfalls, Soviet interventions in Hungary and Czechoslovakia in 1956 and 1968 and interference into Austria's interpretation of neutral policy could not but deeply affect Austrian policy and the Soviet-Austrian honeymoon.

Because the motives, rationales, and impulses that give rise to war - the quest for survival, enrichment, solidarity, and glory - are now better satisfied through peaceful means, war is an increasingly anachronistic practice, more likely to impoverish and harm us humans than satisfy and protect us. This book shows that we already have many of the institutions and practices needed to make peace possible and sets out an agenda for building world peace. In the immediate term, it shows how steps to strengthen compliance with international law, improve collective action such as international peacekeeping and peacebuilding, better regulate the flow of arms, and hold individuals legally accountable for acts of aggression or atrocity crimes can make our world more peaceful. It also shows how in the long term, building strong and legitimate states that protect the rights and secure the livelihoods of their people, gender equal societies, and protecting the right of individuals to opt-out of wars has the potential to establish and sustain world peace. But it will only happen, if individuals organize to make it happen.

Some scholars assume pragmatic or material concerns drive China's foreign policy, while others believe the government was once and still is guided by Marxist ideology. Book excerpt: For more than a century, from 1900 to 2006, campaigns of nonviolent resistance were more than twice as effective as their violent counterparts in achieving their stated goals. By attracting impressive support from citizens, whose activism takes the form of protests, boycotts, civil disobedience, and other forms of nonviolent noncooperation, these efforts help separate regimes from their main sources of power and produce remarkable results, even in Iran, Burma, the Philippines, and the Palestinian Territories. Combining statistical analysis with case studies of specific countries and territories, Erica Chenoweth and Maria J. Stephan detail the factors enabling such campaigns to succeed and, sometimes, causing them to fail. They find that nonviolent resistance presents fewer obstacles to moral and physical involvement and commitment, and that higher levels of participation contribute to enhanced resilience, greater opportunities for tactical innovation and civic disruption (and therefore less incentive for a regime to maintain its status quo), and shifts in loyalty among opponents' erstwhile supporters, including members of the military establishment. Chenoweth and Stephan conclude that successful nonviolent resistance ushers in more durable and internally peaceful democracies, which are less likely to regress into civil war. Presenting a rich, evidentiary argument, they originally and systematically compare violent and nonviolent outcomes in different historical periods and geographical contexts, debunking the myth that violence occurs because of structural and environmental factors and that it is necessary to achieve certain political goals. Instead, the authors discover, violent insurgency is rarely justifiable on strategic grounds.

Stable Peace attempts to answer the question, If we had a policy for peace, what would it look like? A policy for peace aims to speed up the historically slow, painful, but persistent transition from a state of continual war and turmoil to one of continual peace. In a stable peace, the war-peace system is tipped firmly toward peace and away from the cycle of folly, illusion, and ill will that leads to war. Boulding proposes a number of modest, easily attainable, eminently reasonable policies directed toward this goal. His recommendations include the removal of national boundaries from political agendas, the encouragement of reciprocal acts of good will between potential enemies, the exploration of the theory and practice of nonviolence, the development of governmental and nongovernmental organizations to promote peace, and the development of research in the whole area of peace and conflict management. Written in straightforward, lucid prose, Stable Peace will be of importance to politicians, policy makers, economists, diplomats, all concerned citizens, and all those interested in international relations and the resolution of conflict.
