Book The Bureaucratic Struggle For Control Of U s Foreign Aid

Download or read book The Bureaucratic Struggle For Control Of U s Foreign Aid written by Caleb Rossiter and published by Routledge. This book was released on 2019-07-11 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study of executive-branch decision making explores the conflict between the diplomatic and developmental mandates of U.S. foreign-aid programs on two levels. First, a given amount of programming funded for a country must be divided among various activities, some of which are directed toward long-term development while others encourage short-term diplomatic cooperation with U.S. initiatives. Second, individual federal agencies favor certain types of aid and are engaged in a constant struggle to preserve and expand their favored programs at the expense of others. Dr. Rossiter examines this conflict in a case study of the State Department's use of foreign-aid programs to induce the "frontline" states of southern Africa to cooperate with President Carter's initiative to resolve the civil war in Rhodesia/Zimbabwe. According to Dr. Rossiter, the Agency for International Development (AID) lost control over foreign aid in the region to the State Department because the constituency for development objectives was relatively weak, both inside and outside the U.S. government. He concludes by discussing the implications of AID's unsuccessful attempt to free itself from the State Department's control during the reorganization of the foreign-aid bureaucracy under President Carter.

  • Pages : 218 pages

Download or read book Healthy Partnerships written by and published by World Bank Publications. This book was released on 2011 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the private health sector is an important, and often dominant, provider of health services in Sub-Saharan Africa, it is the job of governments as the stewards of the health system to engage with it. Increasing the contributions that the existing private health sector is making to public health is an important, but often neglected, element of meeting the daunting health-related challenges facing African nations. This Report presents newly collected data on how and how effectively each country in the Africa region is engaging the respective private health sectors; and how the engagement compares across the region. While the approach taken by governments varies greatly between countries, there is much room for improvement in the Africa region overall to engage more effectively and room for exchange of ideas and good practices on how to do so. Improved solutions on the policy/regulatory side should be supported by effective organization of the private sector itself and by adjustments in donor programs that take the dynamics of the private health sector better into account.

Book The Land Governance Assessment Framework

Download or read book The Land Governance Assessment Framework written by Klaus Deininger and published by World Bank Publications. This book was released on 2012 with total page 169 pages. Available in PDF, EPUB and Kindle. Book excerpt: Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

Book Corporate Citizenship in Africa

Download or read book Corporate Citizenship in Africa written by Wayne Visser and published by Routledge. This book was released on 2017-09-08 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: Corporate citizenship is enmeshed in the debate about Africa's future. Africa is the continent where the social needs are greatest and where the benefits of globalisation have been least felt. What makes corporate citizenship in Africa not only fascinating, but also of critical importance, is that the continent embodies many of the most vexing dilemmas that business faces in attempts to be responsible, ethical and sustainable. This unique collection for the first time brings together in one publication the critical debates, perspectives, experiences and success stories in the emerging field of corporate citizenship in Africa. The book addresses a number of key questions: What research has been conducted on corporate citizenship in Africa over the past ten years? How are the concepts and challenges of corporate citizenship in Africa different, compared to other regions of the world? Which industry sectors are leading in the implementation of corporate citizenship in Africa? What are some of the dilemmas facing companies that are striving to be good corporate citizens in Africa? What are some of the best-practice case studies of companies' corporate citizenship programmes in Africa? What can Africa learn from the rest of the world about corporate citizenship, and what can it teach others? The book acts as a bridge in many ways: between academic theory and business practice; between notions of corporate citizenship originating in developed countries and emerging concepts incubated in a developing-country context; between the experiences of multinationals and the perspectives of small and medium-sized enterprises; between different countries and regions within Africa and around the globe. This publication marks a change in the tide – a groundswell towards a more vigorous debate and robust research agenda on corporate citizenship in Africa. It will be essential reading for all those involved in the rapidly growing corporate responsibility movement.
