Despite progress, challenges remain due to policy failures, conflict, climate issues, and global economic imbalances. In 2021, 322 million Africans faced severe food insecurity, with sub-Saharan Africa being the most affected. To tackle these issues, the AU and regional economic communities (RECs) prioritize food security and agriculture. Key frameworks like Agenda 2063 aim for a continent with stable, nutritious food sources. The AU and RECs have developed various instruments to support their Member States in these efforts. FAO commissioned CEFROHT to study the governance of the AU and RECs in sub-Saharan Africa, focusing on food and agriculture policies, implementation challenges, and collaboration opportunities. CEFROHT analyzed the activities of key organizations, including EAC, IGAD, SADC, CEMAC, CEN–SAD, CILSS, ECOWAS, ECCAS, and COMESA. The report highlights their governance structures, normative frameworks, and potential areas for collaboration with FAO.

In addition to that, most regional economic communities nowadays provide for their own parliamentary structures. The study aims to examine the several institutional structures and their competences on both, regional and subregional level. Besides that, it provides for a profound analysis of the jurisdiction of the respective courts as well as the communications of the African Commission of Human and Peoples’ Rights. Lastly, the study focuses on the correlation between the extension of the institutions’ competences and the political will of the involved governments.

The Climate Resilient Infrastructure Development Facility (CRIDF) is the new water infrastructure program of the UK Department for International Development (DFID) for Southern Africa. The CRIDF promotes the establishment of small to medium-scale infrastructure across the Southern African Development Community (SADC) through technical assistance aimed at developing sustainable pro-poor projects, while also facilitating access to the financial resources needed to deliver said infrastructure. Further, it focuses on regional water resource management goals and basin plans, as well as on building climate resilience for the beneficiary communities. The Facility’s Virtual Water and Nexus Project works to improve regional peace dividends by translating the Nexus concept into national and regional policies; it ultimately promotes sovereign security through greater regional integration across the water, food and energy sectors, while taking into account potential benefits in connection with carbon sequestration and emission mitigation.
