Dunn, Editor of the Railway Age Gazette Before the Traffic Club of New England At intervals for a long time different men whose Views are of great weight have said that unless certain things were done, or others ceased to be done, in the United States government acquisition and operation of the rail ways would result. William J. Bryan, on returning in 1906 from a trip around the world, made a famous speech at Madison Square Garden, New York City, in which he announced himself in favor of government ownership of railroads. He believed that railroads partake so much of the nature of a monopoly that they must ultimately become public property and be managed by public officials in the interest of the whole community. Mr. Bryan's views were unanimously criticized and denounced by the Republican press; they met dissent and condemnation from most of the Democratic press; and it soon was evi dent that the press reflected public Opinion. Mr. Bryan himself was so convinced of this that when in 1908 he was nominated by the Democrats for president he said that he did not consider government ownership an issue in the impending campaign. But his opponents used his pronouncement against him; he was beaten; and doubt less it helped in his defeat. A great many 1ailroad companies communicate with such postmasters as are convenient and let the rest go, send back the orders as nothing collected. I had charge of that particular business on the N. Y. Central. I made it a rule to reach every postmaster on which an order came to us. Some of them were five, six, and even as much as ten miles from the line of our road, and had to be reached either by sending a messenger expressly, or writing to the postmaster asking what money he had, telling him Of the order we had to collect, and upon yhis informing us, sending him the receipt signed, and asking him to remit; and we have had to pay postage on all letters sent on this business. These things, and others of the same kind, in the aggregate, enter into and add largely to the cost of doing this service. This is directly disputed by their opponents, because, as these latter state, the charter mainly relied on is for a company located at Meadville, Crawford county, nearly four hundred miles from Philadelphia; that that charter contemplates a surface road and that there is no exist ing law for an elevated railroad. This brings Councils once more face to face with the serious question as to whether they can safely make a grant to companies with such disputable charters. This is in addition to the other serious question of how damages are to be paid - which damages, in this aspect of the case, may come back upon the City, through any im provident action of City Councils. In peace time, naturally, one of the chief aims of railroad operation should be the saving of money. But even though expense could not be made the first consideration during the war, strict attention was given to this point and orders were issued to effect savings wherever possible without interfering with the war program. Many of the economies brought about, such as rerouting, common use of terminals, etc., will be re ected but! Slightly in the operating income accounts of the carriers for the year 1918. They will appear fully in the statements for the year 1919. Nevertheless, reports so far received from five of the seven regions Show that on a group of selected principal items savings totaling have been effected in the period from December 31, 1917, to December 31, 1918.
