The objective of the 4FRI is to restore fire-adapted conditions on 2.4 million acres of ponderosa pine (Pinus ponderosa) spanning four National Forests. Robust monitoring techniques are needed to assess the impacts of landscape-scale management and progress toward desired conditions, and to facilitate adaptive management. Remotely sensed information was identified as a major source of pre- and post-treatment data useful for evaluating changes in horizontal forest structure (or landscape pattern) at multiple spatial and temporal scales. With sponsorship from the Remote Sensing Steering Committee, the Remote Sensing Applications Center developed and tested a workflow and methods for assessing and monitoring landscape pattern using high-resolution imagery. The workflow and methods, which are applicable to other forests, consist of 1) creating a tree/nontree patch map of the analysis area from high-resolution imagery, 2) dividing the patch map into sublandscapes and computing landscape pattern indices (LPIs) for each one, 3) assessing the accuracy of the LPIs and calibrating them, and 4) summarizing and analyzing the LPIs at multiple scales to track change through time. In addition to describing the workflow and methods, this report also provides a comprehensive discussion of special considerations for implementing a landscape pattern monitoring program for other large geographic areas.

These community groups were all recipients of Collaborative Forest Restoration Program (CFRP) cost-share grants. The grants require multi-stakeholder monitoring and assessment of project effectiveness in terms of ecological change and effects on management skills. Because all CFRP grantees are required to monitor their projects, this program provided a unique opportunity for assessing community-based, multiparty monitoring of forest restoration projects. Given four years experience providing monitoring assistance to CFRP grantees, we explore the following questions:What are the goals of multiparty monitoring? How does it work? What are reasonable expectations of multiparty monitoring? What are the best ways to help community groups achieve these expectations? Finally, how should a community prepare for the implementation of multiparty monitoring in a community-based forestry program?

An adequate number of such projects have now been organized, tried, and evaluated such that sufficient information exists to recommend a comprehensive approach to implementing such processes. This handbook was written for managers and scientists in the United States who are contemplating a participatory approach to monitoring biological resources, especially biodiversity. It is designed as a how-to manual with discussions of relevant topics, checklists of important considerations to address, and resources for further information. Worksheets for developing, implementing, and evaluating a monitoring plan are posted on a companion Web site. The subject matter is divided into 3 stages of a monitoring project encompassing a total of 22 topical modules. These modules can be used in any sequence on an ongoing basis. Stages and modules include (1) planning documentation, goals, indicators, collaboration, decisions, context, organization, participants, communication, incentives, design, and resources; (2) implementationtraining, safety, fieldwork, sampling, data, and quality; and (3) followthroughanalysis, reporting, evaluation, and celebrations. Collaboration always involves colearning, so documenting choices, plans, and activities with the Web site worksheets is integral to the manuals effectiveness.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

This book explores how forest restoration might be carried out to increase landscape heterogeneity, improve ecological functioning and restore ecosystem services in such landscapes. It focuses on large, landscape-scale reforestation because that is the scale at which restoration is needed if many of the problems that have now developed are to be addressed. It also shows how large-scale forest restoration might improve human livelihoods as well as improve conservation outcomes. A number of governments have undertaken national reforestation programs in recent years; some have been more successful than others. The author reviews these to explore what type of reforestation should be used, where this should be carried out and how much should be done. For example, are the traditional industrial forms of reforestation necessarily the best to use in all situations? How can forest restoration be reconciled with the need for food security? And, are there spatial thresholds that must be exceeded to generate economic and environmental benefits? The book also examines the policy and institutional settings needed to encourage large-scale reforestation. This includes a discussion of the place for incentives to encourage landholders to undertake particular types of reforestation and to reforest particular locations. It also considers forms of governance that are likely to lead to an equitable sharing of the costs and benefits of forest restoration.
