Book excerpt: This book analyses comparatively the creation of American and Japanese universities on the model of German universities largely in the late nineteenth century, and the reform of German and Japanese universities on the model of American universities after the end of the Second World War. The argument is that transferring educational concepts and practices from one cultural context to another involves not merely a ‘transfer’, but a ‘transformation’. How and why this transformation occurs is what this book is about. More precisely, it is suggested that transformation of educational concepts and practices during their cross-cultural movement can be understood within a theoretical perspective that is proposed and developed in the book. This book is divided into six chapters. Chapter One, as the introduction, analyses several scholars’ approaches to the aspects of educational transfer, then attempts to construct a theoretical perspective for the book on the processes of change in educational concepts and practices during their movement across cultures. Chapters Two and Three offer two narratives to investigate how German university concepts and practices were transmuted as a consequence of local actors’ efforts to import these concepts and practices into Japan and the United States. Chapters Four and Five provide another two narratives to examine how American university concepts and practices were altered as a result of American actors’ attempts to export these concepts and practices to Japan and Germany. Chapter Six, as the conclusion, through reflecting on the four narratives given in the main chapters, re-examines the ways in which the theoretical perspective of this book is useful to understand the processes of transformation of educational concepts and practices during their movement from one culture to another.

McConnell uses Japan's highly successful foreign language program to deconstruct images of "Japan Inc."--showing the highly fractious and bitter political debates that occur in Japan. Yang provides data on differences in Japanese and American teachers' work roles--showing that differences in the two educational systems are not simply due to "cultural" differences, but have a basis in educational policy and school organization. Shimizu offers an alternative view of achievement motivation among Japanese students based on in-depth interviews with Japanese teens.

Book excerpt: The Japanese educational system has become an object of growing dissatisfaction among Japanese students and parents, due to its suppression of intellectual creativity and its elitist examination process, and some Japanese educators are looking at the American system of higher education as a model of a viable alternative. According to Nicholas J. Haiducek, although the current efforts to develop branch schools of American colleges and universities in Japan are consistent with Japan's penchant for borrowing and adapting information and technology, Japanese and American expectations concerning the goals of these endeavors differ greatly and thereby constitute significant obstacles to their success. By outlining the historical facts and the ideological motivations that define the Japanese educational climate and the American perspective, this work increases awareness of the conflicting purposes at work and tries to stimulate informed communication between the two countries. The study examines America's current educational presence in Japan by placing it within the historical framework of previous Japanese efforts to accumulate knowledge. The analysis then proceeds to discuss Japanese and American cross-purposes within the Japanese educational system, demonstrating why certain programs are not feasible in Japan and emphasizing the necessity for American program developers to accurately evaluate the nature of Japan's educational needs. The success of joint Japanese and American initiatives through the development of more effective programs seems within reach. The study concludes with an encouraging look at the economic feasibility of these ventures for both countries and the humanitarian implications of such international cooperation.

While the United States may be characterized by its diversity, Japanese culture is distinctive in the extent of its uniformity. Japan, moreover, has a highly centralized educational system; U.S. education is extremely decentralized. Education is compulsory in both countries, until age 16 in most U.S. states, and until 15 in Japan. While many students in the United States work or participate in other activities, Japan tends to view schooling as a student's job. Japanese students face a longer school year and a more rigorous, government controlled curriculum than do their U.S. counterparts. In Japan, teaching is a more highly respected and rewarded field than it is in the United States. There are major attitudinal differences concerning schooling in the two countries. The United States tends to emphasize students' abilities, while the Japanese place greater emphasis on persistence and personal responsibility. From the Japanese system, the United States can learn: (1) the true value of taking education seriously; (2) the need to raise academic standards; and (3) the ability to spend wisely on education. The study takes a long historical view - spanning roughly from the Meiji Restoration (1868) to today - to determine when and why Japanese education has become attractive to these two countries. It uses a combination of official reports and scholarly analysis as sources to evaluate attraction. The study is underpinned by recently developed models of educational transfer and it attempts to use a comparison of American and Chinese attraction to Japanese education as a means to further develop emerging theoretical understandings of cross-national attraction in education. The research begins with the more familiar case of American attraction to Japanese education finding that the American case shows a long period of historical neglect punctuated by a short burst of feverish attraction to Japanese education in the 1980s. The reasons for this attraction - when it finally did occur - seemed to be partially driven by Japanese economic competitiveness and partially driven by domestic political agendas within the United States. The domestic impulses for attraction are given particular attention in the analysis because few studies have detailed this aspect of attraction. The less familiar Chinese case shows a much longer educational relationship with not one, but two distinguishable periods of attraction to Japan. The first period- roughly occurring at the turn of the 20th century - was so feverish that it led to wholesale ‘borrowing’ of many aspects of the Japanese education system. A second period of Chinese attraction arguably began in the early 1990s continuing through today. The research investigates the reasons for this attraction again revealing a combination of external and internal developments that catalyze attraction. Perhaps because it is partially obscured by historical legacies and current political trends, little research has attempted to investigate Chinese attraction to Japanese education and thus the current attraction of Chinese observers to Japanese education is of particular note.By comparing these two stories of attraction (and neglect), it becomes apparent that cross-national attraction is as much a product of internal forces within these two countries, as it is a result of changes in Japanese education. The study finds that cross-national attraction is therefore best understood as a changing and malleable idea that arises as much from internal as external stimuli. This makes it vital to pay closer attention to the role of human actors in creating cross-national attraction in education. Further comparison of the two cases suggests the need to reorganize the existing theoretical models of cross-national attraction. In the final chapter, an attempt at reorganizing the models is attempted in the form of a Contextual Map of Cross-National Attraction.

The behavior, attitudes and expectations of pupils and parents are discussed in detail, and placed within their political, social and historical context, revealing the complex cultural assumptions determining learning and socialization in Japan. This study thus contributes to the efforts of educators and sociologists to understand and evaluate different approaches to education in diverse cultures, increasingly important in the global information age. It shows how the American and Japanese education systems are based on fundamentally different concepts of society: democratic individualism and hierarchic collectivism respectively. While discussing the positive and negative effects of each extreme, it suggests that American educators might learn from a system in which truancy, insolence, violence and drug abuse are comparatively rare. However, the study shows how the traditional ideals of Japanese education - unquestioning acceptance, self-sacrifice, and respect for superiors - face serious challenges in a time of globalization, and moral, social and cultural change.

While Japanese education is usually described as superior to an American education, a careful examination reveals that in both systems certain values and attitudes are carried to extremes and have a negative impact. Under the present educational centralization Japanese secondary school teachers are severely handicapped in carrying out the goals of cultivating a spontaneous spirit and creating a culture rich in individuality. Although Japanese nursery, kindergarten, and elementary teachers could provide many hints to improve the methodology of their American counterparts, the reverse is true at the secondary and college levels. American teachers try to encourage students to be creative in approaching a problem, writing an essay, and sketching an object, and they will suggest appropriate courses, recommend books, and encourage intellectual challenge, while Japanese secondary school teachers' goal is narrowly focused on presenting designated textual material in as efficient a manner as possible. In the United States, farmers constitute less than ten percent of the population, but American schools still operate as if students had to return home each day for chores, or as if the summer vacation and fall schedule had to be used to help parents with planting, cultivating, and harvesting crops. Today, most American mothers work full time and children have much more free time and live in less secure urban environments. The amount of time spent attending school in Japan and the United States is just one of the cultural attitudes that is examined in this book.
