I cannot therefore help anticipating the fatal effects of the disappointment which in this moment of alarm must ensue, when the public learn that to that part of the evil which Parliament is said to have the power of correcting they have selected a remedy which, at the expense of great immediate evil, is to take place three years hence; whilst they have altered the law with the avowed intention of encouraging the immediate recurrence of that portion of the evil beyond the reach of their interposition, by the establishment of joint stock banking companies throughout this Kingdom. Book excerpt: Excerpt from A Complete Collection of the Protests of the Lords, Vol. 1: With Historical Introductions; 1624-1741 The Journals of the Lords begin with the reign of Henry VIII The list of the Lords heads the entry for the day, and from 1514 the attendances are registered. The prominence given to the names of Lords is due to the fact that attendance on the business of the House was compulsory, fines being leviable on absentees without leave, and proxies being re quired from those who could not attend. The registration of these proxies was one of the earliest pieces of business in each Parliament, and it was the custom for absent Lords to name several proxies, evidently in order to save the risks of non-attendance. The standing order which afterwards regulated the nomination of proxies was entered on the Journals on the 2 5th of February, 1626. The Journals between 1515 and I 5 3 3 are lost.
