These twelve original essays explore whether this trend is unique to the United States or is part of a general growth in inequality in advanced countries. Focusing on labor market institutions and the supply and demand forces that affect wages, the papers compare patterns of earnings inequality and pay differentials in the United States, Australia, Korea, Japan, Western Europe, and the changing economies of Eastern Europe. Cross-country studies examine issues such as managerial compensation, gender differences in earnings, and the relationship of pay to regional unemployment. From this rich store of data, the contributors attribute changes in relative wages and unemployment among countries both to differences in labor market institutions and training and education systems, and to long-term shifts in supply and demand for skilled workers. These shifts are driven in part by skill-biased technological change and the growing internationalization of advanced industrial economies.

The book follows the pattern of analysis used in "Labour markets in transition", a previous monograph by the authors, and re-examines the different dimensions of flexibility, including flexible forms of employment. It studies fluctuations of labour turnover over the economic cycle. Then it review changes in the regulatory provisions, collective bargaining, labour taxation and labour market policies and their impacts on key labour market indicators for the period 1999-2003 as compared with the end of the 1990s. Through a series of national case studies, the volume examines how the countries of Croatia, Bulgaria, Hungary, Lithuania and Poland have attempted to balance labour market flexibility and security since the late 1990s. A discussion on wage flexibility is also included. The search for abetter combination of flexibility and security has been a major challenge within the European Union and it is often seen as indispensable for improving competitiveness and at the same time maintaining the European social model. This book looks into how this can be achieved through the flexicurity approach and shows how "activation" of labour market policies and social dialogue can be the keys to success.

Taking account of the growing evidence that international diversity persists despite 'globalization', it sets out from the theory of the firm first developed by Coase and Simon, and explains why firms and workers should use the employment relationship as the basis for their economic cooperation. The originality of the employment relationship lies in its flexibility. It gives managers the authority to organize work, but it also establishes limits on employees' obligations. The nature of these limits is fundamental to our understanding of the employment relationship and its international diversity. The author argues that they are provided by four basic types of employment rule. Which one predominates in a given environment is the source of international diversity in employment relations. Drawing upon evidence from the US, Japan, France, Germany, and Britain, the theory is developed to show why such diversity extends deep into key areas of human resource management, such as performance management, incentive pay, and skill development. It also explains why the open-ended employment relationship continues to dominate work despite the growth of market-mediated work relations.

They refute the claims of the incendiary bestseller The Bell Curve (1994) through a clear, rigorous re-analysis of the very data its authors, Richard Herrnstein and Charles Murray, used to contend that inherited differences in intelligence explain inequality. Inequality by Design offers a powerful alternative explanation, stressing that economic fortune depends more on social circumstances than on IQ, which is itself a product of society. More critical yet, patterns of inequality must be explained by looking beyond the attributes of individuals to the structure of society. Social policies set the "rules of the game" within which individual abilities and efforts matter. And recent policies have, on the whole, widened the gap between the rich and the rest of Americans since the 1970s. Not only does the wealth of individuals' parents shape their chances for a good life, so do national policies ranging from labor laws to investments in education to tax deductions. The authors explore the ways that America--the most economically unequal society in the industrialized world--unevenly distributes rewards through regulation of the market, taxes, and government spending. It attacks the myth that inequality fosters economic growth, that reducing economic inequality requires enormous welfare expenditures, and that there is little we can do to alter the extent of inequality. It also attacks the injurious myth of innate racial inequality, presenting powerful evidence that racial differences in achievement are the consequences, not the causes, of social inequality. By refusing to blame inequality on an unchangeable human nature and an inexorable market--an excuse that leads to resignation and passivity--Inequality by Design shows how we can advance policies that widen opportunity for all.

This "jobs gap" has typically been blamed on the rigidity of European labor markets. But in Services and Employment, an international group of leading labor economists suggests quite a different explanation. Drawing on the findings of a two-year research project that examined data from France, Germany, the Netherlands, the United Kingdom, and the United States, these economists argue that Europe's 25 million "missing" jobs can be attributed almost entirely to its relative lack of service jobs. The jobs gap is actually a services gap. But, Services and Employment asks, why does the United States consume services at such a greater rate than Europe? The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.
