Book excerpt: Charter schools have created a competitive environment in Dayton, Ohio, which ranks as one of our nation's cities with the most charter schools. While charter school numbers have increased, enrollment in Dayton Public Schools has steadily declined. Although district, school and student performance in both settings is analyzed annually on state report cards, parent satisfaction has not been examined as closely. The purpose of this study was to determine if there was a significant difference in satisfaction levels between parents of traditional public elementary school students and parents of charter elementary school students. Charter schools are controversial, as they have as many supporters as they have detractors. Supporters insist that charters provide additional educational choices for parents and that they can be a solution to failing school districts. Opponents of charter schools, however, state that they are a financial drain on their host districts, and that they can promote segregation. Three traditional public elementary schools and three charter elementary schools were selected for this study. These schools were chosen because of the willingness of their principals to participate, and their similarities in performance index scores and report card grades (as assigned by the Ohio Department of Education). A hypothesis comparing the satisfaction of parents/guardians based on type of school was tested. The Parent Satisfaction Survey, which was created by the National Association of Secondary School Principals (NASSP), was used to collect data from 193 parents/guardians during the 2013-2014 school year. Parents/guardians used a Likert scale to identify their satisfaction levels on 58 items within 9 subscales: parent involvement, curriculum, student activities, teachers, support services, school buildings, discipline, administrators, and information services. The last item of each subscale asked parents/guardians to indicate their overall satisfaction with that particular area. When the data were analyzed, no significant differences were found between the two types of schools on any of the subscales on the NASSP survey. As the number of students enrolled in our nation's public schools continues to decline, researchers and school districts may want to examine what factors drive parents/guardians to make certain choices regarding the education of their children. Charter school growth is likely to continue, and the expansion and creation of additional educational options is likely to occur as well.

Although the first U.S. charter schools opened in 1992, debate continues over whether they provide students with a better education than traditional public schools. This Information Capsule reviews studies that compared the achievement of students attending charter and traditional public schools and found mixed results. Most studies have found that charter schools produce achievement gains that are about the same or lower than those found in traditional public schools, although a few studies have concluded that charter schools have a positive effect on student achievement. These inconsistent findings have led some researchers to conclude that the rapid growth of the charter school movement has significantly outpaced the evidence supporting its impact on student achievement. Because there is such wide variation from state to state in charter schools' mission, funding, student populations, size, grade level coverage, and independence from regulations and teacher contracts, there may never be a single definitive study that determines if charter or traditional public schools provide students with better learning opportunities. This Information Capsule also reviews research comparing the qualifications of teachers at charter schools and traditional public schools and student segregation in charter schools. Most studies have found that charter school teachers have less teaching experience than teachers at traditional public schools. And for years this question has played out ferociously in the debates about how we should educate our children. From the growth of vouchers and charter schools to the implementation of No Child Left Behind, policy makers have increasingly turned to market-based models to help improve our schools, believing that private institutions—because they are competitively driven—are better than public ones. With The Public School Advantage, Christopher A. and Sarah Theule Lubienski offer powerful evidence to undercut this belief, showing that public schools in fact outperform private ones. For decades research showing that students at private schools perform better than students at public ones has been used to promote the benefits of the private sector in education, including vouchers and charter schools—but much of these data are now nearly half a century old. Drawing on two recent, large-scale, and nationally representative databases, the Lubienskis show that any benefit seen in private school performance now is more than explained by demographics. Private schools have higher scores not because they are better institutions but because their students largely come from more privileged backgrounds that offer greater educational support. After correcting for demographics, the Lubienskis go on to show that gains in student achievement at public schools are at least as great and often greater than those at private ones. Even more surprising, they show that the very mechanism that market-based reformers champion—autonomy—may be the crucial factor that prevents private schools from performing better. It examines the position supported by charter school advocates that charter schools should be supported because they outperform regular public schools. Given that charter schools in Chicago have enjoyed a great deal of support from the past two mayors, and that they make up some 20% of all public schools in the city, Chicago is the perfect location in which to examine this critical issue. Charter schools siphon money and in theory better students from regular public schools at a time when public schools in almost every big city faces financial difficulties. Teachers unions oppose them, as do most liberal scholars. Conservatives and big business support them, as do most conservative scholars. The existence of charter schools is a most divisive issue! Yet, little real data exist to allow us to properly judge the effectiveness of charters. The current work changes that by examining test data in a sophisticated manner that allows comparisons between charters and regular schools. This work should move the debate forward, but will no doubt generate controversy as well.

Book excerpt: The focus of this descriptive research study was to compare charter and traditional public schools on the academic knowledge of fifth grade students as measured by Arizona's Instrument to Measure Standards (AIMS) in a suburb of a large southwestern city. This analysis also compared charter and traditional public schools on AYP status. It was hypothesized that there would be one type of school that demonstrated statistically higher achievement and more instances of meeting AYP. Data were collected over the course of the 2009, 2010 and 2011 school years. Between 2005 and 2011, charter schools grew at a higher rate than traditional public schools. The state of Arizona measures student achievement based on knowledge of the state academic standards as measured by the AIMS assessment. Twenty-seven matched pairs of charter and traditional public schools were compared on similar socioeconomic status, location and ethnicity. Student percentages were collected and analyzed using repeated measures factorial ANOVA. The analysis suggested no statistical difference in the academic achievement between charter and traditional public schools. It was also found that there was no statistical difference between the number of charter and traditional public schools who met AYP. Within a suburb of a large southwestern city, charter schools are growing in number, but do not significantly outperform their traditional public school counterparts.

Book excerpt: Since the creation of charter schools in the early 1990s, charter school attendance in the United States has been on the rise. Previous research examining charter school effectiveness tends to show that charter school attendance is positively associated with academic achievement. While previous studies have primarily been conducted at the student level, the present study uses school-level data from the state of Ohio to analyze the effectiveness of charter schools as an alternative to traditional public schools for economically disadvantaged elementary school students. Using data from the most recent academic year, 2015-2016, I find that charter school attendance among low-income students is unrelated to reading proficiency in the elementary grades, but is negatively associated with math proficiency in fourth and fifth grades. I further find that charter schools with larger populations of black students perform worse relative to traditional public schools than do charter schools with smaller populations of black students.
