Insurer insolvency is not yet common, but it is not unusual either. And at the root of such failures often lies the compound failure of uncollectable reinsurance. Book excerpt: This study was designed to compare the equity gap between the current system of school finance in Texas Public Schools and the gap established by the school finance reform of 2006, specifically between the least wealthy and wealthiest districts in the state in the area of state and local revenue per pupil, with a specific focus on the impact of the four "Golden Pennies" of local enrichment allowed by House Bill 1, which are not subject to recapture. Per pupil revenue data from all K-12 districts in the state of Texas, excluding charter and military reservation schools, were used in this comparison, with the Chapter 42, or "Property Poor" districts being compared to the Chapter 41, or "Property Rich" districts, to achieve an average funding gap between the wealthiest and poorest schools in the state in the area of per pupil revenue. The data will be used to establish whether the school funding legislation outlined in House Bill 1 will close or broaden the equity gap between the "Property Poor" and the "Property Rich" school districts in Texas. These findings may allow both educators and legislators to determine the effectiveness of the projected school finance system in increasing equity in our public schools.
