Most of the agricultural production is under rainfed conditions and thus extremely sensitive to rainfall variability. Irrigation development, including smallholder irrigation, is used by the Ethiopian Government to attempt to mitigate the effects of rainfall variability. In this study, we look at smallholder irrigation – modern and traditional irrigation systems. A detailed description of the cropping patterns is given. The stochastic frontier production function approach is used to estimate technical inefficiency, and constraints to production are analyzed. Since the traditional system is found to be efficient but on a lower production frontier, the study shows that significant gains can be made by raising the frontier of the traditional systems and increasing the efficiency of the modern systems. Among the production constraints studied were land preparation, soil fertility, weed control, pests and diseases, soil erosion, input access and moisture deficiency. The most significant constraints on the irrigated systems were input access and moisture deficiency.

More than 80 percent of Ethiopians obtain their livelihood from traditional low-productivity agricultural activities. Due to lack of water storage facilities and the erratic nature of rainfalls, most farmers don't have access to water to produce more than one crop per year and hence there are frequent crop failures due to droughts which have made the country one of the highest food insecure nations and receiver of food aid. It is evident that a comprehensive effort is required to increase crop and agricultural production through different intensification and productivity enhancement mechanisms and reduce rural household's food insecurity and poverty. In line with this the Government of Ethiopia and different NGO's have been promoting irrigation technology as a viable option in enhancing farm productivity and efficiency improvements. By integrating field obsei-vations, economic theory, and econometric analysis, this study assess the extent to which access to irrigation technology affects the level of technical efficiency in Gorogutu district of Eastern Ethiopia. The analysis is based on primary household-level data collected from 100 randomly selected households in 20010/11 cropping season. To analyze the effect of the technology on technical efficiency, three different Cobb-Douglas type of Stochastic Production Functions were estimated. More so, to explore different socio- economic and institutional determinants of technical efficiency in the study district, an inefficiency effect model was estimated using the one step procedure.

Book excerpt: Irrigation development has been identified as a means to stimulate economic growth and rural development in Ethiopia. However, little attempt has been made to quantify the contribution of irrigation to national income. Using data from selected irrigation schemes, representing small, medium and large-scale schemes of modern or traditional typologies; the present coverage and planned growth of irrigation, actual and expected contributions of irrigation to the national economy were quantified following the approach of adjusted gross margin analysis. Our results show that irrigation yields 219.7% higher income compared to the rainfed system while its current and future contribution to agricultural GDP is estimated to be about 5.7 and 12% although irrigation covers about 5 and 9% of the total cultivated land area, respectively.

The geographical scope of this book will be the African continent, where land has attracted the attention of risk-taking investors because much land is under-utilised marginalized land, with associated water resources and rapidly growing domestic food markets. The successful implementation of investment strategies in African agriculture could determine the future of more than one billion people. An important factor to note is that Sub-Saharan Africa will, of all the continents, be hit hardest by climate change, population growth and food insecurity. Sensible investment in agriculture is therefore needed, however, at what costs and at whose expense? The book will also address the livelihoods theme and provide a holistic analysis of land and water grabbing in Sub-Saharan Africa. Four other themes will addressed: politics, economics, environment and the history of land investments in Sub-Saharan Africa. Focusing on three gender variables, household headship, labor provision and plot management, the paper examines adoption rates, types of technologies and gendered labor provision in female- and male-headed households; compares adoption rates on women’s own plots with overall rates; compares women’s decision-making on irrigated plots and rainfed plots; and examines impacts of targeting strategies. Findings suggest that women are proactive irrigation adopters in spite of the many obstacles they face. Removing those obstacles serves both gender equality and irrigation policies.

In the six countries under review in the NENA region (Egypt, Lebanon, Morocco, Mauritania, Sudan and Tunisia), agriculture is carried out primarily by small-scale family farmers, the majority of whom run the risk of falling into the poverty trap, largely due to the continuous fragmentation of inherited landholdings. As such, the development of small-scale family farming can no longer be based solely on intensifying agriculture, as the farmers are not able to produce sufficient marketable surplus due to the limited size of their landholdings. An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.

Poor both in natural resources and in assets and income, the inhabitants of drylands are highly vulnerable to droughts and other shocks. Despite a long history of interventions by governments, development agencies, and civil society organizations, there have been no sustained large-scale successes toward improving the resilience of drylands dwellers. Improved Agricultural Water Management for Africa’s Drylands describes the extent to which agricultural water management interventions in dryland regions of Sub-Saharan Africa can enhance the resilience and improve the well-being of the people living in those regions, proposes what can realistically be done to promote improved agricultural water management, and sets out how stakeholders can make those improvements. After reviewing the current status of irrigation and agricultural water management in the drylands, the authors discuss technical, economic, and institutional challenges to expanding irrigation. A model developed at the International Food Policy Research Institute is used to project the potential for irrigation development in the Sahel Region and the Horn of Africa. The modeling results show that irrigation development in the drylands can reduce vulnerability and improve the resilience of hundreds of thousands of farming households, but rainfed agriculture will continue to dominate for the foreseeable future. Fortunately, many soil and water conservation practices that can improve the productivity and ensure the sustainability of rainfed cropping systems are available. The purpose of this book is to demonstrate the potentially highly benefi cial role of water and water management in drylands agriculture in association with agronomic improvements, market growth, and infrastructure development, and to assess the technological and socioeconomic conditions and institutional policy frameworks that can remove barriers to adoption and allow wide-scale take-up of improved agricultural water management in the dryland regions of Sub-Saharan Africa.
