As the period up to 2020 is too short to develop harmonized energy efficiency policy measures, we expect to see a continuation of a system of current national measures to promote energy efficiency in the Nordic countries. Generally, non-harmonized policy instruments do not need to counteract competition in a common end-user market as long as the suppliers are not given a specific role in managing energy efficiency schemes. Hence, adverse effects on cross-border competition may be mitigated by avoiding obligations on suppliers or by harmonizing such obligations among the Nordic countries.

To meet its ambitious targets to reduce greenhouse gas emissions, Norway needs to step up efforts at home. Although the dominance of low-carbon electricity in the energy mix limits the scope for domestic measures, large potential for emission reductions remains in oil and gas production, manufacturing and transport. However, measures to promote energy efficiency and renewable energy should be carefully designed, because they often focus on electricity and would thus not reduce emissions. Recent large increases in spending on energy RD&D and ongoing efforts to develop carbon capture and storage are very welcome.
